DISCUSSION OF BAY FRONT REDEVELOPMENT PROJECT AREA Chairman Cox stated that this item will be discussed at the close of the meeting (closed session). 2. WRITTEN COMMUNICATION SUGGESTION TO REQUIRE SUPPORTERS OF ORANGE TREE MOBILEHOME PARK CONVERSION TO PAY DEPOSIT - Ann H. Stewart, 521 Orange Avenue, Sp. 18, Chula vista 92011 Mrs. Stewart stated that she advanced 4>750 for the proposed ~urchase of her space in the mobilehome park. The amount of pOO,OOO is needed to be put this deal into escrow and she suggested that all of the supporters of this venture pay the deposit rather than have the City pay the 4>75,000, MSUC (McCandliss/Moore) to receive and note the letter. 3. RESOLUTION 670 APPROVING LENDING AGREEMENT WITH ORANGE TREE ACQUISITION ASSOCIATION ,FOR DOWN PAYMENT FOR PARK ACQUISITION APPROVING ADDITIONAL FINANCIAL ASSISTANCE TO ORANGE TREE ACQUISITION ASSOCIATION IN AN AMOUNT NOT TO EXCEED $425,000 AND SUBJECT TO SUBSEQUENT APPROVAL OF A LENDING AGREEMENT CONTANING CERTAIN CONDITIONS AND APPROPRIATING FUNDS THEREFOR (Community Development Director) On March 20, the Agency approved in concept financial assistance to the Acquisition Association of Orange Tree Mobilehome Park for park acquisition and conversion. The Agency wishes further financial, benefit, and conversion support information before formally approving an appropriation of funds. A lending agreement for down payment assistance has been prepared and a meeting of concerned Orange Tree residents has been addressed by staff. Redevelopment Agency - 2 - April 2, 1986 Housing Coordinator Gustafson referred to his written report stating there is nothing new to report since the meeting of April 1. There was some concern on the part of the Agency members regarding people falling into the category above the 80% and not be able to quali ty for a loan. Mr. Gustafson explained that the funds the City is using are for people in the category of 120% of the medium or below. If there are people between the 80% and 100% category, these should be addressed on a case-by-case basis. His recommendation would be that the Agency approve the lending agreement for down payment assistance to the Orange Tree Acquisition Association and to approve the financial assistance not to exceed 4>425,000 sUbject to subsequent approval of a lending agreement containing certain conditions. MSUC (McCandliss/Scott) to amend the resolution to state that people between the 80% and 120% will be considered on a case-to-cas.e basis. RESOLUTION OFFERED BY MEMBER McCANDLISS as amended, the reading of the text was waived by unanimous consent, passed and approved unanimously. 4. ORAL COMMUNICATIONS None. 5. At this time, the Chairman stated he will recess the Redevelopment Agency and convene the City Council meeting, after which time he will reconvene the Redevelopment Agency to go into a Closed Session with the City Council for matters of potential litigation, 404 Permit and Sierra Club vs. Coastal Commission. The Agency recessed at 4:44 p.m.; went into Closed Session at 5:30 p.m. and adjourned from Closed Session at 6:30 p.m. ~17;~ ~nJ.e M.
