RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING A DESIGN BUILD
AGREEMENT WITH RUDOLPH AND SLETTEN, INC., FOR
THE DESIGN AND CONSTRUCTION OF FIRE STATION NO.
8, LOCATED AT THE SOUTHWEST CORNER OF
HAWTHORNE CREEK DRIVE AND WOODS DRIVE IN THE
EASTLAKE WOODS COMMUNITY OF CHULA VISTA,
APPROPRIATING FUNDS THEREFOR, AND AUTHORIZING
THE MAYOR TO EXECUTE SAID AGREEMENT
WHEREAS, on November 5, 2002 the City Council approved a resolution establishing a
design-build priority list for fire facilities to be used in awarding design-build contracts for future
City projects; and
WHEREAS, on April 28, 2004, in accordance witb Section 2.57 of the Chula Vista
Municipal Code, a Request for Proposal (RFP) was issued to the three design-build firms off the
priority list to prepare proposals for tbe construction of a completed and fully functional 6,400
square-foot 2-bay fire station including the facilities and site-work required to provide fire
service to tbe eastern territories oftbe City, Fire Station No.8; and
WHEREAS, staff recommends tbe City enter into an agreement with Rudolph and
Sletten, Inc. for tbe provision of services required to design and construct Fire Station No. 8
including facilities and site work, and appropriate funds to a capital improvement project tbat
will enable tbe design phase of the proj ect to commence; and
WHEREAS, as proposed, the design-build agreement witb Rudolph and Sletten, Inc. will
provide tbe City witb a fully functional fire station that would service the eastern portion of the
City; and
WHEREAS, under tbe design-build process, change orders are returned for Council
approval only if they exceed the approved Guaranteed Maximurn Price (GMP), or are for
additional work requested by City, which results in a significant change to tbe original scope;
otherwise, change orders are reviewed and approved by staff and the design builder.
WHEREAS, tbe Environmental Review Coordinator has reviewed the proposed project
for compliance with the California Environmental Quality Act and has determined tbe proposed
project was adequately covered in the previously adopted Eastlake III Woods and Vistas
Replanning Program Final Subsequent Environmental Impact Report (EIR -01-0 I ).
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby approve a design-build agreement witb Rudolph and Sletten, Inc. for design
and construction of Fire Station No.8, appropriate $544,612 from the available balance of Public
Facilities Development Impact Fees (PFDIF) therefore, and authorize the Mayor to execute said
agreement.
