help the City in their presentation to the State Coastal Commission.
Community Development Director Desrochers reported that staff contacted WESTEC

changed.
Mr. Desrochers said he talked to officials in Washington and San Francisco this date
along with bank officials. The City of Chula Vista has done eve~ything possible
needed for the grant. HUD is willing to bend the regulations somewhat if the City
can get some commitment from the financial institutions. He added that it may be in
the City's best interest for the Agency Special Counsel, Cliff Reed, along with the
developer's Counsel, Mike Cowett, to go to Washington to meet with HUD in this re-
gard but that situation changes daily.
