HomeMy WebLinkAboutrda min 1977/11/15 MINUTES OF A SPECIAL MEETING OF THE REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA, CALIFORNIA Held Tuesday - 9:50 p.m. November 15, 1977 A special meeting of the Redevelopment Agency of the City of Chula Vista, California was held on the above date beginning at 9:50 p.m. in the Council Chambers, City Hall, 276 Fourth Avenue. ROLL CALL Members present: Chairman Hyde, Members Hobel, Cox, Scott, Egdahl Members absent: None Staff present: Executive Director Cole, City Attorney Lindberg, Community Deve lopment Di rector Des rochers Chairman Hyde announced that the purpose of the meeting was to hear a staff report on new developments which may have occurred with regard to the Town Centre Project area. Community Development Director Desrochers said he had been asked to make a report on Mr. Zogob's acceptability of the terms presented to him and the fact of owner participa- tion of the Peters, Bernes and Isham properties. He said Mr. Zogob is willing to accept the challenge and look into the entire 16 acres, developing not only the residential but the commercial aspects also, with the suggestion that he start where he left off last '4arch. A diagram was presented to the Members of the Agency showing a modified concept of his plan. Mr. Zogob will employ planners to refine the concept and to discuss it with the Agency. In response to a question from Chairman Hyde, Mr. Desrochers said a 3 to 4 story building is proposed along Fourth Avenue - a combination office and residential structure, a 3 story residential unit consisting of condominiums behind the market, and an 8 story senior citizens building. He said Mr. Zogob was disappointed that the Agency did not see fit to consider the use of Section 8 funds for the area, and that perhaps he would not propose an 8 story structure, but a 4 or 5 story building of 75 to 100 units. In answer to a concern expressed by Member Hobel, Mr. Desrochers said he will be working very closely with Mr. Zogob, and development will be considered separately from the liti- gation matter - with the attorneys working on settlement possibilities of the litigation problem. Regarding owner participation, Mr. Desrochers reported Mr. Zogob said he could see no problem with the Bernes and Isham properties and their expansion; however, the Peters property faces the park on the southern boundary and he woul d 1 i ke to have the opti on to develop that area. Mr. Desrochers explained that Mr. Peters is ready to sell at the right price or wait and do nothing - as he has no firm plans at this time. The expansion of the bakery was briefly discussed, noting that Mr. Zogob would prefer that expansion be toward Center Street. Mr. Desrochers said he is looking for direction from the Agency as to working with both Mr. Bemes and Isham relative to their expansion - to work with them to develop plans and that Mr. Zogob would like an opportunity to look at the Peters property and include it in his development plan. It was moved by Member Hobel, seconded by Member Scott and unanimously carried that Mr. Desrochers be instructed to work with Mr. Bernes and Mr. Isham - accept their pro- Josals for remodeling of their structures in coordination with Mr. Zogob. DISCUSSION OF POSSIBLE SENIOR CITIZENS FACILITY Chairman Hyde said that at a previous Council meeting, it was indicated that the Council did not want to consider Section 8 housing in the Town Centre Project area. He questioned whether the possibility of any Section 8 housing should be excluded. In response to a comment from Member Scott that application deadline for this funding is November 30, Mr. Desrochers confirmed that HUD is asking the City to submit sites for review by November 30; however, this would not commit the City, but would merely indicate an interest in looking at the possibilities. HUD is also seeking other sites and the Community Development Department, in cooperation with the Planning Department and the Mayor's Committee on Housing, is looking at properly zoned areas in the City for family type hous i ng. A letter would have to be secured from the owner of the property stating they would consider selling it to a developer chosen by HUD for a Section 8 type of development. In this regard, HUD considers the City as the owner of the property in a Redevelopment Project area, and they are asking if the City is willing to consider construction of a certain number of units in the project. Mr. Desrochers reaffirmed that this letter is not binding. It was moved by Member Cox and seconded by Chairman Hyde that the Agency direct the Community Development Director to submit the Zogob site for consideration for Section 8 fundi ng. In answer to a query from Chairman Hyde, Mr. Desrochers said he would not suggest that 3ection 8 family housing be placed on this site and it might nòt be appropriate; however, 75 to 100 units for senior citizens would be a manageable project. An indepth discussion ensued concerning the use of Section 8 funding to get the City out of a "sticky situation"; whether it is appropriate to mix senior Citizen housing and redevelopment; the need for a balance of various income types - particularly middle class - and various age groups; whether there is a need for senior citizen housing in this area; the possibility of securing block grant funds for development of vacant land in the City and the previous Calmark and Zogob proposals for a senior citizen complex. In answer to a question from Chairman Hyde regarding the deliberations of the special committee on housing, Member Egdahl said the Committee plans to have a report, with recommendations for goals for next year and for some subsequent years, in the Mayor's hands by the end of this month. He sàid the consensus of the Committee is that the City does need to provide more housing for senior citizens and for people of low and moderate income and the recommendation will be to make use of a variety of funding available to accomplish this goal. Member Egdahl said he would agree with Member Scott that these may be two different matters which might not be beneficial to each other. Mr. Desrochers said again that this is a pre-site selection type of application and does not commit the Agency. He explained that in using a Section 8 program in a redevelopment project the Agency has the opportunity to choose the developer while HUD chooses the developer on other sites. Member Egdahl questioned, if in making application for any other kind of funding or getting Ipproval from any other governmental agency, they might say that the Council has indicated its intent to use Section 8 funds and therefore the City might not be eligible for other funds - if some designation of intent made at this time would lock the City out of other funds. -2- / / i ,"//~... ".1' :'1/ ,".-: / Mr. Desrochers concurred that this is a good point; however, it is his understanding that the letter is a statement of interest for HUD to look at sites and they would come back to the City with a commitment which would be a reciprocal commitment for both parties. He said he is not suggesting that Section 8 funds be used; and, although it might get the City out of a problem and provide for some complementary development, he could not make a recommendation unless the Council is genuinely interested in this type of housing for the Town Centre area. The motion to submit the Zogob site for consideration for Section 8 funding failed by the fo 11 ow vote: AYES: Member Cox NOES: Chairman Hyde, Members Scott, Egdahl, Hobel ABSENT: None EXECUTIVE SESSION It was moved by Chairman Hyde, seconded by Member Egdahl and unanimously carried that the Agency recess to Executive Session for litigation matters. The meeting recessed to Executive Session at 10:10 p.m. and Chairman Hyde adjourned the meeting at 10:20 p.m. to the next meeting of the Redevelopment Agency scheduled for December 15, 1977 at 7:00 p.m. in the Council Chambers, City Hall. -3- /.Þ/.,,_ I .' ,./
