HomeMy WebLinkAboutrda min 1977/10/11 MINUTES FOR A SPECIAL REDEVELOPMENT AGENCY MEETING - OF THE CITY OF CHULA VISTA, CALIFORNIA Held Tuesday - 8:S0 p.m. October 11, 1977 A special meeting of the Redevelopment Agency was held on the above date beginning at 8:50 p.m. in the Council Conference Room, City Hall, 276 Fourth Avenue. ROLL CALL Members present: Chairman Hyde, Members Hobel, Cox, Scott Members absent: Member Egdahl Staff present: Executive Director Cole, City Attorney Lindberg, Assistant City Manager Asmus, Community Development Director Desrochers Declaration of At the meeting of October 4, 1977 the Redevelopment "Critical Wildlife Agency was informed that a team of biologists for Habitat" area the U. S. Fish and Wildlife Service has tentatively declared the entire Bayfront-Sweetwater Marsh area a "critical wildlife habitat" for the light-footed clapper rail, an endangered species. ~ Community Development Director Desrochers reported (' that he has asked the Fish and Wildlife Service to submit their report in writing and representatives will be here on Thursday afternoon to meet with the staff . Mr. Desrochers quoted from sections of the Endangered Species Act and asked for two weeks to study the Act a little more to determine what avenues were open for pursuit of the declaration that the area should be declared a critical wildlife habitat. Mr. Desrochers indicated that the Redevelopment Agency can also go the political route and enlist the help of the legislators in this matter. He added that it would be his recommendation that the City continue to work with the local Coastal Commission on the Bayfront development plans. The staff will be going to the Coastal Commission with these plans in December. De Facto Critical Member Scott felt this was a declared "de facto Habitat Area critical habitat area" since it hasn't been officially approved as such. The City cannot pursue any redevelopment plans in the area until after this "cloud" has been lifted. ,- Soil tests Member Hobel questioned getting the soil tests before the December meeting with the Coastal Com- mission. Mr. Desrochers reported that this has been started; however, it takes over one year to get the results of the testing. ADJOURNMENT Chairman Hyde adjourned the meeting at 8:57 p.m. stating that the Executive Director should call another special meeting of the Redevelopment Agency at any time he feels there is a need. ß.....:., ?f.~~ / CITY LERK -2- 10/11/77
