HomeMy WebLinkAboutrda min 1976/03/04 MINUTES OF THE REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA, CALIFORNIA Held Thursday March 4, 1976 A regular meeting of the Redevelopment Agency of the City of Chula Vista, California, was held on the above date beginning at 7:30 p.m. in the Council Conference Room, City Hall, 276 Fourth Avenue, with the following Members present: Chairman Hamilton, Members Scott, Hobel, Hyde, Egdahl Members absent: None Staff present: Executive Director Cole, City Attorney Lindberg, Attorney Cliff Reed, Director of Community Development Desrochers Also present: Jim Hutchinson and Peter J. Pountney (Project Engineer) of Wilsey & Ham APPROVAL OF MINUTES It was moved by Member Scott, seconded by Member Hyde and unanimously carried that the minutes of the meeting of February 5, 1976 be approved, copies having been sent to each Member. FLOW CHART ON BAYFRONT Director of Community Development Desrochers sub- CONSULTANTS mitted a diagram of the specific duties and inter- relationships of the various programs under way. The flow chart illustrated the work of the three main studies now in effect. Chart accepted It was moved by Member Scott, seconded by Member Hyde and unanimously carried that the chart be accepted. STATUS REPORT: Mr. Jim Hutchinson, Office Manager of the San Diego WILSEY & HAM Office of Wilsey & Ham, submitted a written report in which he discussed in detail the program activities. Mr. Hutchinson noted the activities being carried out by Wilsey & Ham and its associated consultants: WESTEC Services, Inc., Southern California Testing Labs., Inc., and Wimmer, Yamada, Lwanaga & Associates. Aerial Photogrammetry Aerial photographs have been prepared and a 200-scale colored aerial photograph was on display. Mr. Hutchinson used this map along with other plot plans to explain: Preliminary plans for streets and utilities. Envirommental Impact Reports which entailed a noise study made at six different locations. -123- "D" Street Fill This will possibly be one of the last areas to be developed due to the possible delay of the Sweet- water Channel construction until 1981. Also, in order to control probable excessive settlement of the development over the bay mud, especially on the southern portion of the "D" Street fill, sur- charging and special foundation design will be necessary. Sweetwater Marshes Mr. Hutchinson noted the marshes which the Corps of Engineers are contemplating purchasing in con- nection with the Sweetwater Channel. (Mr. Desrochers remarked that there are two proposals for purchase: the Corps and the Coastal Commission.) It will then be turned over to another agency to operate the marsh. The "wet area" will have a buffer zone of fifty feet to one hundred feet around it, possibly fenced, and a bike trail. F-G Marsh This is an unusually healthy marsh despite all the solid and liquid waste that has been dumped into it. The environmentalists feel it should be saved and enhanced if poSsible. Soils Analysis Mr. Hutchinson reported on the soils analysis made recommending that in the cultivated areas (under the ownership of Samuel Vener) twenty four inches of the soil be taken out, stock-piled, and used for top soil in the areas to be developed. Grading Plans Three grading plans have been prepared in order to facilitate determining the best alighnment for Tidelands and "E" Street and utilities based on economics, marketing and environmental considerations. Other aspects of report Mr. Hutchinson further explained the imported fill areas, water, flooding, traffic, landscaping and the "E" Street fill area. Land use In answer to Member Hyde's question, Mr. Hutchinson noted the changes in land use commenting that there is probably more commercial area now. City Manager Cole suggested several alternates in the plan as proposed to land use. F-G Marsh Director Desrochers commented that one of the considerations in the final analysis is whether this marsh can be filled economically and be reasonable to use. The Coastal Commission is interested in preserving it as a marsh; however, Mr. Desrochers added, "we haven't given up on it" as far as develop- ment goes. -124- Motion to accept report It was moved by Member Hobel, seconded by Member Scott and unanimously carried that the status report of Wilsey & Ham be accepted. Mr. Desrochers explained that now Gruen & Gruen can be asked to go ahead with these figures from Wilsey & Ham and evaluate and test them in the market. Member Hyde asked the staff to provide the Agency with a "balance sheet" of the change in land uses. STATUS REPORT - Director Desrochers submitted a written report to BAYFRONT the Agency concerning the tax increment: (1) the first half of the fiscal year proceeds were received in the amount of $473,500; (2) Coastal Commission's comments were favorable regarding the first phase report submitted to them on February 5, 1976; (3) Gruen + Gruen and Associates are evaluating the data collected by the engineers; (4) staff is working with Planning Department to explore the possibility of a consolidated project identification sign as proposed in the Sedway-Cooke Plan. Report accepted It was moved by Member Scott, seconded by Chairman Hamilton and unanimously carried that the report be accepted. STATUS REPORT - In a written report to the Agency, Community Develop- THIRD AVENUE ment Director Desrochers reported that the plan is on schedule and the Agency will be requested to set June 22, 1976 as the date for the public hearing for consideration of adoption of the plan. Report accepted It was moved by Member Egdahl, seconded by Member Scott and unanimously carried that the report be accepted. MEMBERS COMMENTS Discussion ensued as to the potential development of the Street property. Mr. Desrochers indicated that the proposed "Speakeasy" restaurant is now out of the picture. Attorney Reed said that he under- stood Mr. Street wanted a package deal - restaurant and motel - to make the development a feasible one.
