HomeMy WebLinkAboutrda min 1976/02/05 MINUTES OF THE REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA, CALIFORNIA Held Thursday February 5, 1976 A regular meeting of the Redevelopment Agency of the City of Chula Vista, California, was held on the above date beginning at 7:30 p.m. in the Council Conference Room, City Hall, 276 Fourth Avenue, with the following Members present: Chairman Hamilton, Members Scott, Hobel, Hyde, Egdahl Members absent: None Staff present: Executive Director Cole, City Attorney Lindberg, Director of Community Development Desrochers Also present: Consultants Dr. Claude Gruen and Mrs. Nina Gruen; Tom Crandall, San Diego Regional Coastal Commission; Ruth Colk, State Coastal Commission APPROVAL OF MINUTES It was moved by Member Scott, seconded by Member Egdahl and unanimously carried that the minutes of the meeting of January 8, 1976, be approved, copies having been sent to each Member. LAWLESS, A PARTNERSHIP In his written report to the Agency, Mr. Desrochers noted the heavy landscaping which will be provided for the Bay Boulevard and "G" Street frontage. Agency's review of plans The members of the Agency reviewed the applicant's detailed plot plan, noting the adjacent land use and proposed plans for the area. -118- Motion for landscaping It was moved by Member Hobel, seconded by Member Hyde and unanimously carried that the staff be directed to talk to the applicant regarding some type of hedge treatment, along with the lO-foot fence, along both the western and northern edge of the property line, as it would fit. SION OF REDEVELOPMENT PROJECT AREAS, CHULA VISTA BAYFRONT AND THIRD AVENUE Resolution offered Offered by Member Hyde, the reading of the text was waived by unanimous consent, passed and adopted by the following vote, to-wit: AYES: Members Hyde, Egdahl, Scott, Hobel, Hamilton Noes: None Absent: None REPORT - Mr. Tom Crandall, representing the San Diego Regional COASTAL COMMISSION BAYFRONT Coastal Commission, explained that they have reached PROJECT - FIRST PHASE REPORT the end of Phase I of the Pilot Local Implementation Program. This is a work program between the Bayfront and Commission staff to evaluate both plans and surface issues. (A copy of this report was submitted to the Agency). The Commission has reviewed both the Bayfront and the Coastal plan. The Phase I report identifies those areas that need clarification between the two plans to bring them into conformance. One such area is the preservation of agricultural land as strongly proposed in the Coastal plan. Another is the preservation of marsh land and wetland habitants. -119- Second Phase of Pilot Program The next phase will be looking at the areas that need clarification. At that time, both the Coastal Com- mission and the Redevelopment Agency will be asked to ratify changes in the Bayfront Plan or the Coastal Commission may suggest different interpretations in their coastal zone policy. Mr. Crandall indicated that the goal is to get this entire program done by September 30, 1976, and at that time, if the Legislature adopts an implementation pro- gram similar to that contained in the Coastal Plan, then the City of Chula Vista will be able to submit its shoreline plan for certification. Member's discussion The Members discussed with Mr. Crandall the process of certification of the plans and possible acquisition of sites by the State Coastal Commission. Site acquisitions Mr. Crandall commented that on Tuesday, February 3, 1976, the State held a public hearing on those acquisi- tion sites, and they will be adopting a list on February 18. Motion to accept report It was moved by Member Hobel, seconded by Member Egdahl and unanimously carried that the report be accepted. REPORT OF ENGINEERING Director of Community Development Desrochers gave the SERVICES - WILSEY & HAM - Agency a breakdown of the work done by Wilsey & Ham. BAYFRONT PROJECT This included a soils analysis of the site, aerial photographs, preliminary grading plan and environmental impact work. The Gruens and Wilsey & Ham will be working together for a comprehensive plan of the area. Report accepted It was moved by Member Hobel, seconded by Member Hyde and unanimously carried that the interim report be accepted. REPORT ON BAYFRONT Mr. Claude Gruen reported that his firm has been ECONOMIC/MARKETING STUDY looking at the general market for housing retail, hotel and industrial uses as applied to this area. They had previously done a preliminary cost analysis on what the current plan would be assuming there would be no major soils problems. Wilsey & Ham have now sug- gested that the Gruens not proceed with that until they have done some more soils work. They will be meeting with Wilsey & Ham on February 19. Mrs. Nina Gruen indicated there may be some shifts of uses in the plan; based on the Wilsey & Ham report, there may be some sites which may be very costly to build on. Development of Project Dr. Gruen declared that if the development were to be done on a piece-meal basis, it would be a considerably less viable project. It is critical to the project, therefore, to get the full còoperation of the Coastal Commission. -120- I-80S Freeway Discussion ensued as to the concern of the Visitor- - Convention Bureau that I-80S may divert a great deal of traffic. A survey is going to be conducted among the motels and hotels in Chula Vista along with the Visitors Bureau in San Diego to see what impact I-80S has had on their businesses. Port District and In answer to the Agency's inquiries, Dr. Gruen San Diego Plans commented that his staff has talked to both the Port District and San Diego City and he feels that to some degree, these plans are in direct competi- tion with the Chula Vista plan. Signing along freeway Chairman Hamilton felt that there should be some signing on the freeway diverting the motorists down from I-80S to this bayfront area. Schedule of events Mr. Desrochers reported that Wilsey & Ham will complete their work by June 15, 1976, and the Gruen firm is scheduled for completion by the end of May. Work by the Gruen firm Dr. Gruen explained that, assuming the demand is there, they are planning to do a report on how the cash flow will work for the City and developer. This was supposed to be done by February; however, it will have to be done by mid-March since most of the information needed must come from Wilsey & Ham. It will then be a six or eight week delay on their scheduled work. Motion for extended time It was moved by Member Egdahl, seconded by Member Scott and unanimously carried that the schedule (Gruen's) be stretched out by eight (8) weeks. Meeting with Agency Mrs. Gruen asked that a meeting be held with the Agency and their firm in March at which time they will report on the market analysis. Report accepted It was moved by Member Scott, seconded by Member Egdahl and unanimously carried that the Gruen report be accepted. Bar Chart Member Habel asked for a bar chart. Mr. Desrochers stated he will submit one to the Agency. APPOINTMENT OF COMMITTEE TO It was moved by Member Scott, seconded by Member WORK WITH THE CONSULTANTS Hobel and unanimously carried that this item not be considered at this time. Agricultural land conflicts Member Hyde asked Mr. Crandal for his opinion re- garding the agricultural area in possible conflict with the San Diego Regional Plan. -121- Mr. Crandall said it was his personal opinion that those agricultural lands really can't be considered of statewide importance or signifi- cance. Mr. Desrochers commented that in the second phase of this work program, Chula Vista is attempting to justify why its plans are better than agricul- tural preservation. Ms. Colk remarked that the State has not taken a position on this issue. They will be looking at all the communities down the coast (eight partici- pating in the pilot program) and trying to make consistent interpretations. The Commission will be looking toward good justification for develop- ments other than agricultural use. ADJOURNMENT Chairman Hamilton adjourned the meeting at 8:36 p.m. JMF:mf -122-
