HomeMy WebLinkAboutrda min 1975/05/06 REGULAR MEETING OF THE REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA Held Tuesday May 6, 1975 A regular meeting of the Redevelopment Agency of the City of Chula Vista, California was held on the above date beginning at 7:50 p.m. in the Council Chamber, City Hall 276 Fourth Avenue with the following Members present: Chairman Hamilton, Members Scott, Hobel,Hyde, Egdahl Members absent: None Staff present: Executive Director Cole, Assistant City Manager Asmus, City Attorney Lindberg, Director of Public Works Robens, Director of Planning Peterson, Director of Redevelopment Operations Desrochers APPROVAL OF MINUTES It was moved by Member Hyde seconded by Member Scott and unanimously carried that the minutes of the meeting of April 22, 1975 be approved, copies having been sent each Member. ' THIRD AVENUE STUDY Redevelopment Operations Director Desrochers explained that the Gruen Gruen and Associates Third Avenue Study was presented to the Redevelopment Agency on April 22, 1975 at which time it was determined to invite public comment prior to any Council action. Copies of the report have been distributed to many of the Third Avenue businesses and other interested parties and a notice of the public meeting has been published in the newspaper. City Clerk Fulasz stated that her office received a petition supporting the findings and recommendations of the Third Avenue Report signed by 230 merchants in the area. Dr. Claude Gruen Dr. Gruen reviewed his report which was made to provide the Redevelopment Agency with the information needed to make a rational initial decision concerning the possible implementation of a central business district redevelopment project. The report includes: (1) the area's present strengths and weaknesses including the identification of the functions now being performed and the market presently being served; (2) a forecast of the area's future; (3) alternative courses of action for improving the economic and social viability of the area; (4) a preliminary analysis of the impact that such courses of action would have on the area and the remain- der of the City. -56- Mrs. Nina Gruen Mrs. Gruen explained that the results of the surveys made of (1) the shoppers in the Central Business District; (2) Chula Vista households; (3) interviews with businessmen from the area; (4) a review of exist- ing economic and demographic data and forecasts concern- ing the San Diego Region, the City of Chula Vista and the Central Business District. Dr. Claude Gruen Dr. Gruen made the fOllowing recommendations: 1. Development of "specialty" stores and encourage the growth of more office facilities in the area. 2. Consider the redevelopment process. This called for a time-phased multi-faceted land use redevelopment plan. 3. Locate the South Bay Court complex in the area. 4. Look at the possibility of improved traffic flows. 5. Look at design improvements that can be of aid to those individuals that want to improve their own pro- perties. 6. Look at the design work that has to be done by the City, such as street furniture, signs, etc. 7. There should be some scattered sight land reuse programs. 8. It is critical that the existing merchants and pro- perty owners be brought in to this plan. 9. The processes have to start very quickly. Mel Morrell Mr. Morrell stated he was impressed with the report; " 202 Sierra Way, CV however, he feels it can be done by private enterprise V rather than "running it through redevelopment activities". He is very much opposed to using redevelopment as a vehicle to accomplish the improvements in this area. Tom Money Mr. Money commented that as an individual property owner, 355 Third Avenue, CV he could "make a heck of a nice corner or improve 100 feet of property" but it is difficult to improve 40 feet of an alley. There would remain several hundred, feet of alley to be improved. For this reason, City government must get into the project, and he urged the Council to implement the programs as outlined tonight. Tom Huntington Mr. Huntington stated they contacted 246 people in the Property owner, area and 95.2% would like to see the City go ahead with Third Avenue this plan. Kitty Raso La Bella Pizza Mrs. Raso declared the report was "fantastic." She urged the Council to go ahead with the plan. -57- Paul Desrochers Mr. Desrochers recommended the following: Community Development Director 1. Direct that staff prepare for consideration of the Planning Commission, a project area boundary proposal and preliminary redevelopment plan in accordance with the provisions of the Community Redevelopment Law. 2. Direct staff to explore methods and costs of financ- ing a master land use plan, incorporating the needs of the South Bay Courts, as well as those of the merchants as delineated in the Gruen Gruen & Associates report. 3. Direct staff to explore composition of a Project Area Committee. Motion to approve It was moved by Member Scott and seconded by Member recommendations Egdahl and unanimously carried that the recommertdations be accepted. Gene York Office on Third Avenue Mr. York felt the report was "very charitable". He discussed the South Bay Court complex which would give the City a golden opportunity and asked the Council to take this very seriously. The complex would bring on more offices and subsequently more jobs. Mr. York added that special consideration should be given and very rapidly to keep this court from going somewhere else regardless of the immediate cost to the City. Chairman and Members thanked the business people for coming out tonight. Member Egdahl' s Member Egdahl expressed his appreciation for the un- Comments animity of the point of view of the Third Avenue business people.
