Input provided at this meeting will be incorporated into the final document which will be brought to Council in August for adoption. SUBJECT: Council Workshop to Review Library Facilities Master Plan Scheduled A Council Workshop to review the revised Library Facilities Master Plan has been scheduled for the evening of Thursday, July 16, 1998. Consultant Beverley Simmons, from David M. Griffith and Associates, will join Library Director David Palmer in presenting the major findings of the report to Council. The report will outline the recommended number, size, general location, and cost estimate of future branch hòraries and will speci£cally recommend whether or not to accept the one acre donated site for a future branch in EastLake. The City is contractually obligated to make this decision by August 1998. / ç /~ . REVIEWED BY: City Manager G'¡.-- ('"" f"l? (4/5th Vote: Yes_No_XJ In November 1997, the City Council approved a contractual agreement with the firm David M. Griffith and Associates, Ltd. to assist the City in revising the Library's 1987 Master Plan. Consultant Beverley Simmons has now prepared the draft plan and will, with the assistance of the Library and Recreation Director, present an overview of this document at the Council workshop. RECOMMENDATION: That the City Council provide direction and suggestions to be considered when the final document is brought to Council for adoption in August of this year. BOARD/COMMISSION RECOMMENDATION: The Board of Trustees have had considerable input throughout the development of the plan. At their meeting ofJune 24, 1998, the Library Board of Trustees unanimously voted to support the draft Library Master Plan (Attachment A). DISCUSSION: 1. BACKGROUND In 1987, the City Council accepted the Chula Vista Public Library Master Plan: Facilities Planning to the Year 2010 developed by a joint venture ofHBW Associates from Dallas and Michael Feerer & Associates rrom San Diego. The report, which was commissioned following the Montgomery annexation, was designed to assess the City's future library facility needs and outline the most appropriate, cost effective, long term strategy for public libraries in Chula Vista. The report recommended that the City build three regional size libraries in Montgomery/Otay, Sweetwater/Bonita and the Eastern Territories to complement the existing facility in the Central/Bayrront area. The plan also outlined square footage requirements as well as staffing, collections and other standards. 02-/ ..- ,-.---_....-.. -- - - - - ---~-----_._--_._-_.. _._~_._-_...---,-_._--_._.._-_.._.- ITEM , PAGE 2 MEETING DATE: July 16 1998 The 1987 master plan has proven to be an invaluable blueprint which the City has carefully followed over the last ten years. For example, the South Chula Vista Library specifically was built to implement the recommendations and the current library site in the Sweetwater/Bonita planning area was selected with the plan's criteria in mind. All facility master plans have a finite shelflife. The State Library recommends updating the plans every ten years. It is particularly important to have a current plan in order to take advantage of any possible construction grants that may become available. The 1987 plan was instrumental in securing the grant to build South Chula Vista Library. Approximately two years ago, the Growth Management Oversight Commission (GMOC) also began asking that the Library, Fire and Police develop new master plans in light of expected growth and the annexation of the Otay Ranch. The GMOC was particularly interested in understanding whether the Library threshold is too high, or not high enough, in light of the impact of new technologies such as the Internet. II. REVISING THE MASTER PLAN In December 1997, consultants Beverley Simmons and Jacquelyn Harbert, from the firm of David M. Griffith and Associates, began work on the needs assessment portion of the plan. They first conducted one-on-one interviews with key community leaders rrom City and County government, business community, educational institutions, non-governmental organizations, the development community, librarians, boards and commissions, and City staff By early spring, well over two dozen individuals had been asked to discuss their perceptions of current library services and their vision for the future. These key community leader interviews were augmented by a January 1998 Town Hall Meeting which provided any interested community member the opportunity to discuss these issues. Unfortunately, even after mailing out almost 10,000 notices throughout the community, the forum still only drew thirty-five participants. Fortunately, those individuals that did attend generated two hours of valuable discussion and comment. Then in February and March, a community telephone survey was conducted to ascertain general attitudes, use patterns and overall satisfaction levels of Chula Vista residents regarding the Chula Vista Public Library. The survey was administered by the Survey Research Center (SRC) of the University of North Texas under the supervision of Dr. James Glass, Director. The conceptual population for the survey was all adult Chula Vista residents (18 years or older) living in households with telephones. The survey sample was drawn to reflect the current residence patterns of the City's population in relation to Interstate 805 (70% west, 30% east). Interviews were conducted by trained and experienced bilingual (English/Spanish) telephone interviewers from a central telephone bank in Denton, Texas. A total of 400 usable interviews were conducted. The margin of error for the sample is +/- 4.9% ~-2, __ - - - _._________________m__ . ____________n____ ______._. ITEM , PAGE 3 MEETING DATE: July 16 1998 Additionally, the needs assessment includes a detailed analysis of the Library's usage and financial picture and a comparison of those statistics with similar sized independent city libraries in California Once the needs assessment was complete, the project team turned to the issue of planning standards. This was a particularly challenging area of discussion since the library profession's attitude toward standards has changed considerably since the I980s. Today, each local community is expected to develop its own set of standards based upon the Public Library Association's planning process and various outcome measurements. Fortunately, the Chula Vista Public Library has been conducting the output measure surveys for a number of years and has developed a local per capita square footage standard. The consultants have also attempted to measure the impact of new technology on library service and space needs. Of course, no one has a perfect crystal ball.... but everyone has an opinion on this issue. Finally, the planning parameters where applied to the City's population forecasts to determine square footage needs. Location criteria and various library service concepts were also examined. In addition, the viability of the exiting EastLake Library was reviewed as well as a one acre library site offered to the City in the EastLake Village for a branch library. III. THE 1998 MASTER PLAN The ultimate result of this effort is a set of recommendations to guide the physical development of the Library system over the next decade. The primary recommendations are: * Continue to pursue the regional library concept * Use a .5 square foot per capita standard for libraries built east on-805 * Construct an approximate 30,000 square foot library on the Rancho Del Rey site (East H Street and Paseo Ranchero) as soon as possible after the turn of the century * Close the EastLake Library when the first regional library is built on the east side * Not utilize the one acre site donated by EastLake Development Company for a library * Construct the second 30,000 square foot regional library in the Eastern Urban Center of the Otay Ranch, probably near the year 2015 * Revise the Library Master Plan in ten years (or before construction of the second library) The complete draft Chula Vista Public Library Master Plan, including an Executive Summary, is attached. FISCAL IMPACT: The Master Plan has been funded by $51,610 in Public Facilities Development Impact Fees appropriated for this project in the FY 1997-98 Capital Improvement Program. The plan identifies the cost, as well as possible funding sources, for future library construction. The Public Facilities Development Impact Fee and, hopefully, the quarter of a cent sales tax ballot measure for libraries in March 199 will be major components of any capital program. CONTINUED MATTERS A. Library Facilities Master Plan Library Consultant Beverley Simmons, ITom David M. Griffith and Associates, reviewed with the Trustees how the Library Master Facilities study had been conducted and its preliminary findings. Discussion followed. Director Palmer reported that he will take the master plan in its draft form to Council on July 16. However, revisions to the plan will continue to be made over the next few weeks. Trustees were urged to attend this Council workshop. A copy of the Library Consultant outline is included as an attachment to these minutes. MSUC (Viesca/Valdovinos) moved to support the preliminary draft and incorporate by reference any additions or modifications made afterwards. III. NEW BUSINESS None IV. LIBRARY DIRECTOR'S REPORT A. Library Reorganization Director Palmer reported that the FY 1998-1999 budget had been approved, which included the implementation of the reorganization of the Parks and Recreation Department. Council also approved the second reading of the ordinance abolishing the Parks and Recreation Department and establishing a Library and Recreation Department. Principal Librarian Paula Brown will become the Assistant Director of Libraries, and Sunny Shy will become the Assistant Director of Recreation on July 1, 1998. The Library has continued reorganizing itself to better meet the needs of the Library and link the two divisions. A new Cultural Arts Department will be created headed by Principal Librarian, Nora McMartin, assisted by the City's Cultural Arts Coordinator, Rick Todd. This team will work on such issues such as port art, the Universal Coors Amphitheater, the City's use of that facility and funding for a performing arts fund. Nora will continue to manage the Museum.
