HomeMy WebLinkAboutrda min 1987/05/07 (2) MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL/REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA Thursday, May 7, 1987 7:25 p.m. Council Conference Room Citv Hall 1. ROLL CALL MEMBERS PRESENT: Chairman Cox; Members Nader, Moore and McCandliss MEMBERS ABSENT: Member Malcolm STAFF PRESENT: Executive Director Goss, Community Development Director Desrochers, Deputy City Attorney Moore The purpose of this meeting was to conduct a joint public hearing to consider and act upon the Amended Town Centre II Redevelopment Plan for the Town Centre II Redevelopment Project and certification of the Final Environmental Impact Report on the Amended Redevelopment Plan and Project Area. Community Development Director Desrochers introduced Mr. Marshall Krupp, Consultant. Mr. Krupp referred to the Procedural Outline which was before the Agency Members. A copy of this outline is attached to these minutes. 2. CONFLICTS OF INTEREST Deputy City Attorney Moore stated that no member of the City Council or Redevelopment Agency have a direct or indirect conflict of interest relative to the matters being considered this evening. 3. AFFIDAVIT OF PUBLICATION AND CERTIFICATES OF MAILINGS OF NOTICE Mr. Desrochers stated he would like to enter the following documents into the record: Exhibit "1" - Affidavit of Publication Exhibit "2" - Certificate of Mailing Notice to Property Owners Exhibit "3" - Certificates of Mailing Notice to Taxing Agencies Redevelopment Aqencv Meetinq Minutes - 2 - May 7. 1987 4. OPEN PUBLIC HEARING This being the time and place advertised, Chairman Cox opened the public hearing. Ms. Moore noted it would not be necessary to Administer the Oath to members of the city staff. Chairman Cox asked persons in the audience desiring to give testimony to stand and be sworn in. There were none. 5. The clerk Administered the oath to Marshall Krupp. Staff Presentation Referring to the attached Procedural Outline, the Statement of Findings for Adoption of Amended Town Centre II Redevelopment Plan were read. Mr. Desrochers stated he would like to enter into the record a certification of certain official actions that have been taken by the City Council, the City Planning Commission, and the Agency in connection with the preparation of the Amended Town Centre II Redevelopment Plan (Exhibit 4). The Report of the Agency (Exhibit 5), the Final Environmental Impact Report (Exhibit 6) , the proposed Amended Town Centre II Redevelopment Plan (Exhibit 7), the Rules Governing Participation by Property Owners and Business Occupants in the Amended Town Centre II Redevelopment Project (Exhibit 8) were all made a part of the record. WRITTEN COMMENTS Chairman Cox asked if any written comments were received on the Amended Town Centre II Redevelopment Plan or the final Environmental Impact Report. There were none. QUESTIONS ANSWERED Chairman Cox asked for questions that have been received to be read. No questions were received. 6. RECESS No recess was taken. Redevelopment Aqencv Meetinq Minutes 7. CITY COUNCIL AND REDEVELOPMENT AGENCY DISCUSSION There were no comments by the Agency/Council. a) la. REDEVELOPMENT AGENCY APPROVAL AND ADOPTION OF RESOLUTIONS RESOLUTION 815 APPROVING THE AGENCY'S FINAL REPORT (REVISED) ON THE AMENDED TOWN CENTRE II REDEVELOPMENT PLAN; AND AUTHORIZING THE TRANSMITTAL OF ITS FINAL REPORT TO THE CHULA VISTA CITY COUNCIL RESOLUTION OFFERED BY MEMBER MOORE, the reading of the text was waived by unanimous consent, passed and adopted unanimously. b) RESOLUTION 816 ADOPTING AND CERTIFYING THE ENVIRONMENTAL IMPACT REPORT AND AUTHORIZING THE FILING OF A NOTICE OF DETERMINATION ON THE AMENDED TOWN CENTRE II REDEVELOPMENT PLAN FOR THE TOWN CENTRE REDEVELOPMENT PROJECT AREA RESOLUTION OFFERED BY MEMBER McCANDLISS, the reading of the text was waived by unanimous consent, passed and adopted unanimously. c) RESOLUTION 817 FINDING THAT THE USE OF TAXES ALLOCATED FROM THE TOWN CENTRE II PROJECT AREA FOR THE PURPOSE OF IMPROVING AND INCREASING THE COMMUNITY'S SUPPLY OF LOW-AND MODERATE-INCOME HOUSING OUTSIDE THE PROJECT AREA WILL BE OF BENEFIT TO THE PROJECT AREA RESOLUTION OFFERED BY MEMBER NADER, the reading of the text was waived by unanimous consent, passed and adopted unanimously d) RESOLUTION 818 APPROVING THE AMENDED TOWN CENTRE II REDEVELOPMENT PLAN AND DIRECTING THE SECRETARY OF THE AGENCY TO TRANSMIT REQUIRED REDEVELOPMENT DOCUMENTS TO THE CHULA VISTA CITY COUNCIL Redevelopment Aqencv Meetinq Minutes - 4 - May 7. 1987 RESOLUTION OFFERED BY CHAIRMAN COX, the reading of the text was waived by unanimous consent, passed and adopted unanimously. CITY COUNCIL APPROVAL AND ADOPTION OF RESOLUTIONS AND ORDINANCE a) RESOLUTION 13a21 FINDING THAT THE USE OF TAXES ALLOCATED FROM THE TOWN CENTRE II REDEVELOPMENT PROJECT AREA FOR THE PURPOSE OF IMPROVING AND INCREASING THE COMMUNITY'S SUPPLY OF LOW- AND MODERATE- INCOME HOUSING OUTSIDE THE PROJECT AREA WILL BE OF BENEFIT TO THE PROJECT AREA RESOLUTION OFFERED BY COUNCILMAN MOORE, the reading of the text was waived by unanimous consent, passed and adopted unanimously. b) RESOLUTION 13a22 CONCURRING WITH THE CHULA VISTA REDEVELOPMENT AGENCY'S APPROVAL AND CERTIFICATION OF THE ENVIRONMENTAL IMPACT REPORT ON THE AMENDED TOWN CENTRE II REDEVELOPMENT PLAN RESOLUTION OFFERED BY COUNCILWOMAN McCANDLISS, the reading of the text was waived by unanimous consent, passed and adopted unanimously. c) RESOLUTION 13a23 ELECTING TO RECEIVE THE ALLOCATION OF TAXES PURSUANT TO SECTION 33676 OF THE CALIFORNIA HEALTH AND SAFETY CODE RESOLUTION OFFERED BY COUNCILMAN NADER, the reading of the text was waived by unanimous consent, passed and adopted unanimously. d) ORDINANCE 22a7 APPROVING AND ADOPTING THE AMENDED TOWN CENTRE II REDEVELOPMENT PLAN FOR THE TOWN CENTRE II REDEVELOPMENT PROJECT AREA THE FIRST READING OF THE ORDINANCE WAS OFFERED BY MAYOR COX, the reading of the text was waived by unanimous consent, passed unanimously.
