MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CIT~ COUNCIL
OF THE CITY OF CHULA VISTA, CALIFORNIA

In the absence of Mayor Cox, Mayor pro Tempore Moore presided over the meeting.

OVERV IEW OF THE BUDGET
City Manager Goss stated the budget for 1987-88 shows a minor monetary
increase. He noted this is somewhat misleading in that 28 new positions are
proposed. The mai n reason i s that there are a number of decreases that are
proposed compared to the current yea r. The Ci ty has been notifi ed by PERS
that the reti rement rate went down; there i s not a need to budget agai n for
the General Plan study; there will not be a regular municipal election next
year; insurance rates are down; increased salary savings to an amount that
staff feels is more realistic; the Fire Department's overtime is down; many of
the supplies and equipment requests are lower than in the current year.
Mr. Goss further reported that staff will be presenting a supplemental budget
report at a later date regarding developer fees. He stressed that this budget
is not predicated on those fees being adopted.
Usi ng the overhead proj ector, Mr. Goss presented an overvi ew of the budget
with several charts. It was pointed out that the bulk of the operating budget
involves police, fire and public works. The expenditure plan shows that 3/4
of the budget is for employee services and 1/4 is for supplies and services.
In terms of the expenditures, i t was shown that there was a request for
approximately 56 additional positions and that 28 are being proposed. The 28
proposed are the most critical of the identified needs within the departments.
It was shown that sales tax, property tax and uses tax make up the bulk of the
revenue for general operations. Due to the major annexation last year, the
City has major growth revenue in terms of sales tax, property tax and the
motor vehicle in-lieu tax. The Per Capita General Fund Revenue chart revealed
that Chula Vista ranks the lowest when compared with the 8 largest cities in
San Diego County.

Mr. Goss noted that a copy of the charts presented is attached to the
Supplemental Budget Report #1 which was before each Councilmember.

CAPITAL IMPROVEMENT PROGRAM: TRAFFIC SIGNALS
Mr. Goss stated the report shows the context of the budget for traffic
signals, the amount of money that is available and projects recommended as it
pertai ns to H Street and Auburn. There i s a desi re to speed-up the process
for obtaining a traffic signal at this location. Data collection has begun,
however, in order to complete this project by this fall further direction is
needed from the Council at this time.
MSUC (Moore/Malcolm) that Council tentatively approve the traffic signal at
East H Street and Auburn.
Mr. Goss referred to the three Supplemental Budget Reports before the Council
at this time. Number 1 contains the copies of the charts presented. Number 2
is in regards to a proposal in connection with the transit system (SCOOT) to
adjust the recommendation to put one-dollar change meters on City buses.
Number 3 discusses a contingent recommendation to add a kennel attendant at
the animal shelter if Imperial Beach and National City sign service contracts
with the City of Chula Vista. Mr. Goss further coßl11ented these reports are
being transmitted for information only and staff is not looking for action to
be taken at this time.

Mr. Goss requested input on items Council would like to have more information
on pertaining to the budget. There being none, it was noted Council members
would call Mr. Goss with any concerns.

Mr. Goss stated a briefing on the General Plan will take place at the May 28
workshop.

Carlsbad.
