FOR LANDSCAPE ARCHITECTURAL SERVICES
THE UPDATE OF THE MASTER PLAN

Director of Parks & Recreation Manuel Mollinedo stated that a
master plan for Memorial Park was developed in 1979. Phase I
improvements, which included work on the northwestern and eastern
sections of the park, were completed in FY 1981-82. These
improvements included the remodeling of the Senior Information and
Referral Center, construction of a walkway between Parkway
Community Center and the Parkwoods Condominiums and installation
of five light standards along this walkway.
This original master plan has become dated and does not take into
consideration the development of Park Plaza, the parking structure
and additional new residential construction adjacent to the park.
The Redevelopment Agency has appropriated $312,000 for Phase II of
the project which includes preparation of working drawings for the
renovation of the storm drain channel, restroom facility, Bowl
building and seating, the installation of security lighting and
new lawn areas. The scope was expanded when the City Council
approved the relocation of the picnic area and tot lot and the
redesign of these facilities on October 22, 1985.

Chairman Cox stated that when he first became a member of the City
Council he noted that back in 1979-80, the Council approved an
appropriation of money to do Phase I and Phase II of the
renovation of the park and talked about going to Phase III. Two
years ago, $270,000 was appropriated to do the project and the
landscape architectural firm of picarek was hired to do the
plans. Now staff is coming to the Agency asking for $155,900 to
to another set of plans for the park. Since architectural fees
are generally 10% of the total cost of the project, Chairman Cox
asked if the renovation is to cost over $1,600,000 on a budget
originally proposed to be $272,000.
Director Mollinedo stated the total cost of the project would be
approximately $850,000. The contract is to be awarded in December
with construction to start in January. It will take approximately
6 months.
Member McCandliss stated she would like to see in Council backup a
report on what happened to the former plans for Memorial Bowl. At
one time the Council proposed renovating the Bowl into a theater
to be used by community groups. Those plans were approved at
budget time and money was appropriated.

Member Moore noted a few aspects of the agreement which have
nothing to do with the renovation of the park such as the
treatment of bleachers and plunge area; realignment of Parkway;
inter ior renovation of the Parkway Center and gym buildings; the
panhandle aspect and questioned the need for 20 meetings for the
consultant.
Chairman Cox asked why the landscaping was never put in around the
Parkway Community Center.
Member McCandliss indicated she would like to go ahead with this
particular agreement just to see what type of ideas the architect
will come up with for the renovation of the park rather than going
at it piecemeal. However, she would like to see this stopped
short of the actual working orders.
City Manager Goss noted the problems confronting staff in this
renovation process and the changes that have taken place in the
park area since the last plans were presented.
RESOLUTION OFFERED BY MEMBER McCANDLISS, the reading of the text
was waived by unanimous vote.
Chairman Cox noted the length of time it has taken to reach this
point in the renovation project of Memorial Park, stating he hopes
the project would be completed at a reasonable date.
Member Moore stated he cannot support the motion offering the
resolution noting that" if I ask someone to buy a car and they
come back with the entire fleet of cars, I cannot support that."
Member Nader questioned whether the Agency had the authority or
ability to cut back on some of the work if the resolution was
approved as presented.
Director Mollinedo responded that once the Master Plan is
completed and submitted to the Agency, at that time the Agency can
make a decision on how much further to proceed. The Master Plan
will then just serve as a guide to staff.

City Manager Goss asked the Agency to adopt the resolution with
this amendment to it.
The resolution as amended carried with Member Moore voting "no."
MSUC (McCandliss/Moore) for staff to prepare an informational item
basically as to why the concept plan and whatever work was put
into community meetings and accepting community input on the
renovation of Memorial Bowl - how it was incorporated into what
has been presented to the Agency tonight, or was it in fact
apparently trashed.

DIRECTOR'S REPORT

Community Development Director Desrochers stated he has just
been informed that the Planning Commission will not hear the
EIR on the Town Centre project until February 25 (instead of
February 18).
