CALL MEETING TO ORDER: Chairman Reynolds called the meeting to order at 5:05 p.m. 2. ROLL CALL: Members present constituted a quorum. 3. APPROVAL OF MINUTES: MSUC Kimball/Welsh to approve the minutes of February 9, 1987 4. NEW BUSINESS: CASE NO. 5 - 559-569 "E" Street The applicant is requesting an exception to Section 3303(a), Uniform Building Code, 1985 Edition, to build a 3rd floor unit with only one exit. Section 3303(a) states "Occupied roofs on Group R, Div. 3 occupancies may not have one exit if such occupied areas are less than 500 square feet located no higher than immediately above the 2nd story. Prior to publication of the 1985 UBC, departmental pOlicy was written by the former Director of Building and Housing as the result of a code change at the ICBO meeting in 1984. The published code section came out reading differently from the policy statement. San Diego Chapter of ICBO revealed that they inter- pret this section to mean occupied decks immediately above the 2nd story. No intention was meant to exclude the 2nd exit from a 3rd story, regardless of the size of the occupied unit. The project was brought to the building department for a preliminary check to rule on this exception and the interpretation was that the floor area within the unit would be allowed under this exception. The Acting Director of Building and Housing recommended the Board find an additional alternate method of egress. The Board found that since the Building Department gave prior approval for only one exit, they voted to approve the request. This approval is for this case only and is not to be interpreted as precedent setting for other requests. MSUC Nash/Welsh to approve the request as submitted. BOARD OF APPEALS AND ADVISORS MINUTES OF March 2, 1987 Page 2 CASE NO. 6 - 350 Third Avenue The applicant requested permission to isolate the 4th floor for security reasons. Section 3304(c), UBC, states that exit doors shall be openable from the inside without the use of any special knowledge or effort. The doors in question would be locked. The appellants proposal to key electrical release latches to the fire alarm system and provide Knox Boxes for the Fire Department appears to be a reasonable alternative to meet the code require- ments and still provide security to the 4th floor. Staff recommends approval. The Fire Department had no objections but stated the following shall be required: Knox Boxes at each entry into the building & adjacent to 4th floor stairway doors; 4th floor exit doors to be keyed with automatic-releasing devices connected to fire alarm system; elevator access to 4th floor shall be provided to Fire Department and they should post in elevator "no roof access." MSUC Kimball/Welsh to approve applicant's request. 5. COMMUNICATIONS (PUBLIC REMARKS/WRITTEN CORRESPONDENCE) - None 6. STAFF REPORT - None 7. ADJOURNMENT: Chairman Reynolds adjourned the meeting to the next regular scheduled meeting for Monday, April l3, 1987.
