l. CALL MEETING TO ORDER:
Vice Chairman Nash called the meeting to order at 5:02 p.m.
2. ROLL CALL: Members present constituted a quorum
3. APPROVAL OF MINUTES: MSUC Winkelman/McArthur (4-0) to approve the minutes
of September 14, 1987
4. NEW BUSINESS:
a. CASE NO. 11-87 - 1136 Broadway
The applicant requested that steel roll-up doors be counted as exits to
meet occupant load requirements. Section 3302al,b of the Uniform Build-
ing Code, 1985 Edition requires that the occupant load of a building be
limited to the capacity of the exits. The occupant shall be determined
by dividing the floor area by the occupant load factor in Table 3A.
The Home Club building is now in plan check at Esgil Corp. According to
Esgi1 's plan check, the existing building (Handyman) measured 60,232 sq.ft.
The new addition is calculated at 49,648 sq. ft. This totals approximately
llO,OOO sq.ft. for the entire remodeled building. The floor plan shows
6 exits with 3 x 7 pairs of doors and 2 exits with single 3 x 7 doors
totaling 42 ft. in exit width. These exits alone are adequate to serve an
occupant load of 2,100 people (42 x 50) when the store is closed to the
public. When the store is open for business, the three l2 x 10 overhead
doors would provide 36 ft. in additional exit width to accommodate an
additional l,800 occupants. Combined, these exits would provide exiting
for a building of 1l7,000 sq.ft.
Staff feels that this is a reasonable request. These types of operations
do typically key these doors open during business hours and they are
typically posted with signs stating "These doors to remain open during
business hours."
MSUC Lee/McArthur (4-0) to approve applicant's request with the following
requirements:
a. Doors will always remain open until the last customer leaves at
closing time.
b. Signs stating "These doors to remain open during business hours"
are cl early posted at each door.

b. CASE NO. 12-87 - 4450 Otay Valley Road
The applicant made a request to reduce handrail extension at bottom of
4 sta i rcases. Section 2-3305 j 2d of the State Handicapped Accessi-
bility Law requires handrails to be on both sides of the stairway and
requires that handrails extend a minimum of 12 inches plus the tread
width beyond the bottom nosing of the stairs. This extension would
leave only 36 inches of access from the handrail to the stucco column
and only 34 inches of access from the end of the railing to the bolster
on the wooden column.
The Building Department cannot arbitrarily recommend waiving the require-
ments of the State Handicapped Law. The applicant should present an
alternate method which the Board can consider. A possible mitigation of
the problem might be to extend the handrails all of the way to the next
columns and provide the sidewalk and stairway access in the area beyond
the second row of columns which is now dedicated to landscaping. This
area would have to be paved with concrete and therefore would require the
approval of the City Landscape Architect.
MSUC Winkelman/Lee (4-0) to deny the request.
The Board found that they could not waive the State Handicapped require-
ments. The Board recommended that the architect get together with the
Acting Dir. of Building and Housing to make the stairways comply with
S.O.A. Handicapped Section 23305 j 2d by continuing the handrails around
the columns and bottom 12 inches beyond the bottom tread nosing into the
passageway and then turning a right angle and extending the railing
another II inches and terminating in a newel post. The railing turning
toward the building is to be marked by a potted plant so it will be
visually conspicuous.
5. OLD BUSINESS:
a. Amendment Change to the Adoption of the 1985 Uniform Fire Code
Fire Marshal Gove requested a language revision of Article 10,
Section lO.308(b)5 of the Uniform Fire Code as follows:
"In every building regardless of occupancy group or type of
construction, when such building is more than 40 feet or four
stories or more in height - Revision: 'Exception: Roof access
for building maintenance only. '"
MSUC Winkelman/Lee (4-0) to accept the language revision. and approve
as rewritten.

SUBJECT: Absenteeism f
Many of you are experiencing problems with members being
consistently absent. As you are aware, the Charter states that
if a member is absent from three (3)regular meetings
consecutively, unless excused by the B/C/C, his or her office
shall become vacant. The probl em is becoming more preval ent
whereby on numerous occasions, a member will call for an
excused absence and miss more than a majority of your
meetings. This presents a problem to the B/C/C's in that they
are continually postponing items, experiencing 1 ack of quorums,
and/or not having a full B/C/C present to take official actions.
At the meeting of December 1, I recommended a policy to the
City Council whereby if a member of any board, commission or
committee is absent for a majority of the meetings during the
fiscal year (over 50%), regardless of excused or unexcused, his
or her seat should be declared vacant.
Counc il man Nader proposed that the policy be changed to state
that members must be presr>nt 75% of the meeting time:; . This
would mean, therefore, that any member who is absent 25% of
your meeting times would automatically vacate his/her seat.
For example, a B/C/C meeting twelve times per year would mean
an absence of three out of the twelve, excused or not.

In the case of the Planning Commission, which h old s2 4 regular
meetings per year plus 24 workshops, this would mean a member
must attend 36 of those meetings. If he/she is absent for
twelve of those meetings, the seat becomes vacant. In my
recommended policy, I proposed that your workshops/conferences
be counted as meeting times.
The Ci ty Council asked that this recommended policy be sent to
all B/C/C's for their input. Therefore, please place this item
on your next agenda and give us your input regarding the
following:
l. Are you in favor of the Council recommended policy - i .. e.. ,
a member must attend 75% of the meetings or his/her seat
wi 11 be declared vacant?
2. Is 75% too stringent - should it be less?
3. Should your workshops and/or conferences be counted as
bonafide meeting times?
4. Should members be allowed to have "official excuses" as
approved by the B/C/Cs which would not be counted toward
the absenteeism?
5. Define what you consider lIan excusell which will be accepted
by your B/C/C.
As soon as your B/C/C can act on this matter, please have your
secretaries forward the report to me so it can be again placed
on the Council agenda for official action.
