CALL MEETING TO ORDER: Vice Chairman Winkelman called the meeting to order at 5:01 p.m. 2. ROLL CALL - Members present constituted a quorum for the transaction of business. 3. APPROVAL OF MINUTES - MSUC (Burke/Winchell...5-D) to approve the minutes of the regular meeting of January 11, 1982. 4. UNFINISHED BUSINESS: (a) Chairman's report - Board of Appeals Terms of Office Chairman Lee was absent. To be held over to next month's Board meeting. (b) Smoke Detectors Director of Building and Housing introduced Administrative Analyst Pritzlaff, Community Development Department. Mr. Pritzlaff explained that they had required certain conditions for the distribution of smoke detectors because the Community Development Block Grant program has 3 basic criteria for the use of the money. It has to benefit low and moderate income persons or the removal of slums and blight or it has to alleviate an emergency condition detrimental to health and safety. Consequently they restricted it to residents of the neighborhood strategy areas who have their home inspected under the City's Code Enforcement Program. Mr. Pritz1aff distributed a letter to the Board Members that he had written to the Department of Housing & Urban Development requesting written confirmation of the eligibility of all senior citizens in the City of Chula Vista for a direct benefit such as the pro- visions of free smoke alarms. He stated that if all senior citizens are eligible, this change in the program will be submitted to the City Council for their approval. 5. NEW BUSINESS: Director of Building and Housing stated he probably would be bringing to the Board the adoption of the National Electric Code, 1981 Edition at the March meeting.
