MINUTES OF REGULAR MEETING
BOARD OF APPEALS AND ADVISORS
CITY OF CHULA VISTA, CALIFORNIA

l. CALL MEETING TO ORDER:
Chairman Lee called the meeting to order at 5:07 p.m.
2. ROLL CALL - Members present constituted a quorum for the transaction of business.
3. APPROVAL OF MINUTES - MSUC (Emmons/Winkleman...4-0) to approve the minutes of the
regular meeting of February 8, 1982.
(Board Member Winchell arrived at 5:09 and Board Member Burke at 5:11)

4. APPEAL NO. 82-02-01 - The applicant, ARCO, requested to substitute 7/8" plaster
exterior and 5/8" gypsum interior with clear wire glass and sprinklers at the canopy
area in order to eliminate the installation of a fire door.
MSC (Emmons/Kimba11...5-0 with Board Member Burke abstaining) to approve the
request as recommended by the Building and Housing Department and the Fire Marshal.
5. APPEAL NO. 82-02-02 - The applicant, Nash-Thompson, is requesting that the covered
entryway be allowed to be used as the required exit to the public street.
MSC(Burke/Winche11...5-0 with Board Member Emmons abstaining) to approve the
request as recommended by the Director of Building and Housing Department and
the Fire Marshal with the following conditions: (1) the columns supporting the
covered auto entryway is of masonry construction; (2) the underneath side of the
entryway shall be stucco or similar approved material, and (3) the covered entryway
may be used as part of the 10' court exit way to the public street as cars will not
be permitted to park in the entryway.
6. UNFINISHED BUSINESS:
(a) Agenda change - to discuss Smoke Detectors before item (a):
Administrative Anay1st Pritz1aff reported he did receive' a response from the
Department of Housing & Urban Development and they stated smoke detectors could
be given to any senior citizen in the rehabilitation area, but outside of that
area only those qualifying as low and moderate income would be eligible to
receive smoke detectors. Discussion ensued as to what age constitutes a
senior citizen and identification of proof for qualifying.

The Board recommended that staff prepare a Council Agenda Statement and
bring it back to the Board for the next scheduled regular meeting in March.
(b) Board of Appeals Terms of Dffice
Limitation of terms of office and the need for well qualified members to
serve on the Board was discussed. The Charter limits members of advisory
boards and commissions to a maximum of two consecutive terms and requires
that an interval of two years pass before a person who as served two con-
secutive terms may be reappointed to the same commission or board.
The Board recommended no further action on this subject unless the issue
is raised in the future.
7. NEW BUSINESS:
(a) Adoption of National Electric Code, 1981 Edition.
Director of Building and Housing recommended that the Board review a proposed
ordinance that he prepareD amending sections of the Municipal Code of the
City of Chu1a Vista relating to the adoption of the National Electric Code,
1981 Edition.
MSUC (Emmons/Winkelman...6-0) to defer the adoption of the National Electric
Code until the next meeting in March.
(b) Budget 1982-83
MSUC (Kimball/Emmons...6-0) to approve the budget requests for FY 1982-83,
as drafted and reviewed.

10. ADJOURNMENT - MSCU (Emmons/Winkelman...6-0) to adjourn the meeting at 5:59 p.m.
to the regular meeting scheduled for Monday, March 8, 1982 at 5:00 p.m.
