HomeMy WebLinkAbout1984/02/09 Board of Appeals & Advisors Minutes MINUTES OF REGULAR MEETING BOARD OF APPEALS AND ADVISORS CITY OF CHULA VISTA, CALIFORNIA January 9, 1984 Conference Room 1, Public Services Building 5:00 p.m. MEMBERS PRESENT: Chairman Kimball, Vice Chairman Winchell, Board Members Welsh Winkelman and Reynolds MEMBERS ABSENT: Board Members Lee and Schafer (Excused Illness) CITY STAFF PRESENT: Director of Building and Housing Grady, Chief Building Inspector Hansell and Fire Marshal Monse11 ALSO PRESENT: Steve Ward, South bay Ambulatory Surgical Association l. SPECIAL ORDER OF THE DAY Chairman Kimball, on behalf of the City and Board Members, presented Mr. Robert Burke with a resolution and a plaque commending him for his two terms of excellent service on the Board of Appeals and Advisors. 2. CALL MEETING TO ORDER: Chairman Kimball called the meeting to order at 5:02 p.m. 3. ROLL CALL - Members presented constituted a quorum for the transaction of business. 4. APPROVAL OF MINUTES: MSUC (Reynolds/Welsh) to approve the minutes of December 12, 1983 5. APPEALS: CASE NO. 1-84 Southbay Ambulatory Surgical Association 251 and 255 Landis Avenue The applicant, Southbay Ambulatory Surgical Association, requested that windows be allowed in the south wall of their building. Director of Building and Housing Grady stated this is a project in the Town Centre Redevelopment Area and that the Redevelopment Agency is planning to purchase the adjacent property as a city park- ing lot. Staff recommended approval be granted and that if future development of the adjacent property, now planned as a City parking lot occurs, then the owners of the Surgical Center shall enclose the windows with the same material as the exterior wall. Fire Marshal Monse11 suggested that the windows be a fire rated assembly. Board Members did not concur in that it would be an unnecessary addi- tional expense to the applicant. MSUC Welsh/Reynolds (5-0) to approve the openings as requested. 6. NEW BUSINESS: None 7. STAFF REPORT: Director of Building and Housing Grady gave a brief discussion of Floodplain Regulations and City Ordinance No. 2039. BOARD OF APPEALS AND ADVISORS MINUTES OF JANUARY 9, 1984 Page 2 Mr. Grady also distributed to Board Members The Seismic Safety Element which is a companion plan of the Safety Element, and its purpose is the promotion of public safety from geologic hazards. He told Board Members this should be kept as a permanent file. In addition, he gave the Members a copy of the Department of Building and Housing Department Directives and Procedures on "Occupancy Separation Requirements Between Group M and R-3 Occupancies to use as guidelines for future appeals on this subject. 8. COMMUNICATIONS (PUBLIC REMARKS/BD. MEMBER COMMENTS/WRITTEN CORRESPONDENCE) Chairman Kimball thanked the Director of Building and Housing for his reports. 9.
