MINUTES OF REGULAR MEETING
BOARD OF APPEALS AND ADVISORS
CITY OF CHULA VISTA, CALIFORNIA
May 14, 1984 Conference Room 1, Public Services Building 5:00 p.m.
MEMBERS PRESENT: Chairman Kimball, Vice Chairman Winchell, Board Members Lee,
Winkelman and Reynolds
MEMBERS ABSENT: Board Members Schafer and Welsh (Excused)
CITY STAFF PRESENT: Director of Building & Housing Grady, Chief Bldg. Inspector Hansell
l. CALL MEETING TO ORDER:
Chairman Kimball called the meeting to order at 5:05 p.m.
2. ROLL CALL - Members present constituted a quorum
3. APPROVAL OF MINUTES: MSUC (Reynolds/Lee 5-0) to approve the minutes of
February l3, 1984
4. NEW BUSINESS:
a. Building Valuation Schedule for 1984-85
Director of Building and Housing Grady stated that the San Diego Area Chapter
of the International Conference of Building Officials is recommending an
increase in building valuations effective July 1,1984. The purpose of the
valuation multiplier is to provide a building valuation to establish a
building permit fee. Staff provided copies of the proposed scheduled
increases to the Board Members.
MSUC Winkelman/Lee (5-0) to recommend adoption of the proposed Building
Vaulation Schedule, as presented by staff.
b. Adoption of Uniform Mechanical Code, 1982 Edition
Director of Building and Housing Grady noted there were just minor changes
to the Code. Amended was the portion on residential construction to make
the plenum of non-combustible material instead of it being all metal which
would have created an additional cost.
MSUC Lee/Reynolds (5-0) to accept the 1982 Edition of the Mechanical Code
as outlined by staff and recommend adoption by City Council.
3. STAFF REPORT:
Director of Building and Housing Grady reported that in September 1981, we
attempted to lead the State of California in adopting the One and Two Family
Dwelling Code, 1979 Edition. City Council approved it but the State did not
accept it. The State said they may accept it if we amend the Uniform Building
Code. Mr. Grady reiterated that the majority of construction is one and two
family dwellings and persons using this Code would not have to refer to the
other five code books.

Mr. Grady asked the Board Members to bring recommendations to the next meeting
in order to again persue adoption of the One and Two Family Dwelling Code.
Mr. Winkelman requested staff highlight the differences to give them an update
on this subject.

5. ADJOURNMENT - MSUC Winchell/Lee (5-0) to adjourn the meeting at 5:28 p.m. to .
the regular scheduled meeting for Monday, June 11,1984.
