CALL MEETING TO ORDER: Chairman Winchell called the meeting to order at 5:06 p.m. 2. ROLL CALL - Members present constituted a quorum 3. APPROVAL OF MINUTES: MSUC Lee/Welsh (5-0) to approve the minutes of July 9, 1984 4. APPEALS: (a) CASE NO. 31-84 - 70 Broadway (Lad's Motel) Director of Building and Housing Grady explained that the applicant is requesting an extension of time to complete a list of corrections issued to Lad's Motel) by the Building and Housing Department. They are requesting a postponement of heating installation. Section 70l(a) of the Uniform Housing Code states that every dwelling unit and guest room shall be provided with heating facilities capable of main- taining a room temperature of 700 at a point 3 feet above the floor in all habitable rooms. Staff recommended that the requirement of heating devices in the rooms be deferred until 11/1/85 and if nothing is accomplished by 10/l/85, then the installation of heating devices shall begin. Board Member Welsh recommended they comply within six months, plus 30 days and if they do remodel, the plans are to be resubmitted for approval. (Motion died for lack of second). MSUC Welsh/Reynolds (5-0) to table the request for 30 days and that the applicant resubmit an alternate plan. (b) CASE NO. 29-84 - 340 Third Avenue (Fuddrucker's, Inc.) The applicant requested relief from the handicap requirements from the queue line where there is a display of products. The separation between the interior dining and the patio dining even though of doors is basically a wall which is an architectural feature. The required exit doors are designated and so there should not be any confusion as to the proper exit- way & doors. Also, if a sign is posted that handicap patrons will be pro- vided with the same service at an alternate area then the handicap provi- sions will be complied with. BOARD OF APPEALS AND ADVISORS MINUTES OF September 10, 1984 Page 2 MSUC Welsh/Reynolds (5-0) to approved the applicants request. (c) CASE NO. 30-84 - 1291 Third Avenue (Texaco, Inc.) The applicant requested relief of the lR occupancy separation and proposes to provide an automatic sprinkler system as an alternate. Under Table 5C, the B2 occupancy is the minor use of the 2 occupancies. It is assumed that 2 layers of 5/8" type X gypsum wallboard will provide a fire resistive rating of l-hour., The subject of service stations with retail sales has been discussed with the San Diego Area Chapter of ICBO and they concurred that with an automatic fire sprinkler system the welfare of the public is provi ded for. MSUC Lee/Reynolds (5-0) to approved the applicant's request with the pro- vision of providing an automatic sprinkler system. 5. UNFINISHED BUSINESS: (a) Adoption of Uniform Mechanical Code, 1982 Edition. This item was continued for the next regular meeting. 6. STAFF REPORT: Director of Building and Housing Grady noted that he and Chairman Winchell will be attending the .62nd Annual Conference of Building Officials in Salt Lake City, Utah this month. 7. COMMUNICATIONS (PUBLIC REMARKS/BD. MEMBER COMMENTS/WRITTEN CORRESPONDENCE) - None 8.
