CALL MEETING TO ORDER: Vice Chairman Reynolds called the meeting to order at 5:02 p.m. 2. ROLL CALL - Members present constituted a quorum 3. APPROVAL OF MINUTES: MSUC Lee/Winkelman (6-0) to approve the minutes of November l2, 1984 with the additi on of Mr. Lee as bei ng in attendance 4. NEW BUSINESS: a. Adoption of National Electrical Code, 1984 Edition Chief Building/Housing Inspector Hansell told Board Members the rationale for adopting the Code is that the State is adopting it, and we would have to enforce it. Mr. Kimball felt we should approve it under protest because there are too many conflicting codes each year. He also felt there should be an equal number of deletions for the equal number of additions and feels it is too complicated. MSUC Kimball/Welsh (6-0) to accept the 1984 National Electric Code under protest and direct staff to write a letter to the National Fire Protection Association stating the codes are getting out of hand and craftsman (non-legal) people have to install and inspect the material. b. Amending Uniform Building Code Designation One & Two Family Dwelling Code as Standard for One & Two Family Dwellings. Chief Building/Housing Inspector Hansell stated that this Code is easier for the small builder and homeowner to work with which incorporates all the Codes. It has been adopted by HUD as a minimum standard and all the model code groups support the document and that the State would accept it as an amendment to the Uniform Building Code. MSUC We1sh/Schager (6-0) to adopt the Code. c. Discussion of Exception to Parapet Walls for Dwellinqs Located on Property Line Adjacent to Maintenance and Drainage Easements of 4 feet. BOARD OF APPEALS AND ADVISORS MINUTES OF February ll, 1985 Page 2 Chief Building/Housing Inspector Hånsell stated it should read as a 4' easement. The reason for this request is that individuals will always have access to the side of his house to maintain it. We are attempting to have a uniform policy since this has been adopted by the County and City of San Diego. MSUC Welsh/Schafer (6-0) to approve the exception with an amendment that it is for single family dwellings. d. Approval of Budget Requests, Fiscal Year 1985-86 MSUC Lee/Welsh (6-0) to approve the budget requests as proposed. 5. STAFF REPORT: None 6. COMMUNICATIONS: (PUBLIC REMARKS/BD. MEMBERS COMMENTS/WRITTEN CORRESPONDENCE) None 7. ADJOURNMENT: Vice Chairman Reynolds adjourned the meeting at 5:50 p.m. to the regular scheduled meeting for Monday, March 11, 1985.
