CALL MEETING TO ORDER: Chairman Winchell called the meeting to order at 5:16 p.m. Director of Building and Housing introduced Fire Marshal Gove. 2. ROLL CA~L - Members present constituted a quorum 3. APPROVAL OF MINUTES: MSUC Lee/Reynolds (5-0) to approve the minutes of March 11, 1985 4. OLD BUSINESS: a,. CASE NO. 10-85 - 183 Third Avenue (Fredericka Manor) Director of Building and Housing Grady stated that the second floor of Asbury Towers had been remodeled and the original plans called for self- closing devices on all doors that serve as an entrance to the second floor resident living quarters. The applicant is requesting an exemption from this requirement. The occupants are having difficulty with the self-closing devices on their doors which makes passage to and from their units almost impossible as well as unsafe for persons dependent on walkers. UBC, 1982 Edition, Section 3305(h) - Openings Doors - When corridor walls are required to be of one-hour fire-resistive construction by Subsection (g) above, every door opening shall be protected by a tight-fitting smoke and draft-control assembly having a fire protection rating of not less than 20 minutes when tested in accordance with UBC Standard No. 43-2 without other identification showing rating thereof, the name of the manufacturer and the identification of the service conducting the inspection of materiels and workmanship at the factory during fabrication and assembly. Doors shall be maintained self-closing or shall be automatic closing by actuati on of a smoke detector in accordance with Section 4306(b). The exception would not apply as the entire building is not sprinklered. Staff recommended dis- approval but said if the California State Fire Marshal's Office would approve the elimination of the self-closing devices, the Board could consider the request. The Board discussed various alternatives. MSUC Winkelman/Lee (5-0) to continue this item at the meeting of June 10, 1985. ./ '.., BOARD OF APPEALS AND HOUSING MINUTES OF May 13, 1985 Page 2 b. Request from Ross Enterprises to Adopt Part 2, Title 24 of the 1985 Annual Supplement to the CA Administrative Code Reference Handicap Requirements Mr. Grady told Board Members that a change to the State law will go into effect in September 1985, which will require more extensive facilities for the handicapped in apartment projects, but will exempt condos. The State law allows cities to adopt the ordinance prior to the September effective date. MSUC Winkelman/Kimball (5-0) recommend to City Council for early adoption. 3. STAFF REPORT: Mr. Grady stated that the Board's Budget Request had gone to the City Manager and now would be forwarded to City Council. 4. COMMUNICATIONS (PUBLIC REMARKS/BD.
