MINUTES OF A SPECIAL MEETING
BOARD OF APPEALS AND ADVISORS
CITY OF CHULA VISTA, CALIFORNIA

MEMBERS PRESENT: Chairman Winchell, Board Members Kimball, Winkelman & Welsh
MEMBERS ABSENT: Board Members Reynolds & Schafer (Unexcused) Lee (Excused)
CITY STAFF PRESENT: Director of Building and Housing Grady, Chief Building/Housing
Inspector Hansell and Fire Marshal Gove
l. CALL MEETING TO ORDER:
Chairman Winchell called the meeting to order at 5:12 p.m.
2. ROLL CALL - Members present constituted a quorum
3. OLD BUSINESS - CASE NO. 10-85 - 183 Third Avenue (Fredericka Manor)
Director of Building and Housing Grady told Board Members he met with the
San Diego Chapter, I.C.B.O. which includes 18 jurisdictions;17 jurisdictions
were present. At their meeting, Mr. Grady distributed drawings of the eleva-
tion of the Fredericka Manor building so they could determine if the floor
assembly and the ceiling assembly between that occupancy and existing R
occupancy would be considered a legal separation between the two different
occupancies. They concluded the separation was correct and stated you could
have the I-2 and R-l provided the I-2 was sprinkled. All 17 jurisdictions
: said it would be acceptable to them with some type of a soft closing device
and they would accept the single spring hinge. Further discussion ensued
concerning UL approval, self closing hinges and possible proposed code
changes, amendments, etc.
MSUC (Welsh/Kimball) to deny the applicant's request but to approve the use
of spring loaded hinges to close the doors in lieu of oil filled or pnuematic
door closers. .
4. ADJOURNMENT: Chairman Winchell adjourned the meeting at 5:30 p.m.
