HomeMy WebLinkAbout1985/10/14 Board of Appeals & Advisors Minutes MINUTES OF REGULAR MEETING BOARD OF APPEALS AND ADVISORS CITY OF CHULA VISTA, CALIFORNIA October 14, 1985 Conference Room 1, Public Services Building 5:00 p.m. MEMBERS PRESENT: Chairman Reynolds, Vice Chairman Welsh, Board Members Lee, Kimball and Winchell MEMBERS ABSENT: Board Members Winkelman (Excused) and Schafer (Unexcused) CITY STAFF PRESENT: Director of Building and Housing Grady, Chief Building/Housing Inspector Hansell l. CALL MEETING TO ORDER: Chairman Reynolds called the meeting to order at 5:00 p.m. 2. ROLL CALL - Members present constituted a quorum 3. APPROVAL OF MINUTES: MSUC Welsh/Lee to approve the minutes of June 10, 1985 and Special Meeeting on June 12, 1985 4. NEW BUSINESS: a. Building Valuation Schedule for 1985-86 Director of Building and Housing Grady stated the Building Valuation Data originated from International Conference of Building Officials Building Standards Magazine and that the San Diego Area Chapter of ICBO strive to make this effective on July 1,1985. MSUC Welsh/Lee to approve the proposed Building Valuation Schedule as presented by staff. b. Adoption of National Electric Code, 1984 Edition Discussion ensued of the many problems encountered with the Code. Board Members felt it was a book of standards rather than a code. They felt a monster had been created and found it impractical, very complex to use and unreasonable to enforce. MSUC Kimball/Welsh to adopt the Code with the stipulation that staff pre- pare a letter to be sent to NFPA recommending that the complexity of the code be changed. 5. STAFF REPORT: Mr. Grady stated that the Electica1 Code was not changed in the same manner as the Uniform Building Code. The changes to the Electrical Code are basically made by the manufacturers of electrical products. BOARD OF APPEALS AND ADVISORS . MINUTES OF October 14, 1985 Page 2 6. COMMUNICATIONS (PUBLIC REMARKS/BD. MEMBERS COMMENTS/WRITTEN CORRESPONDENCE) Chairman Reynolds gave a brief discussion on the ICBO 63rd Annual Education and Code Development Conference held in Bloomington, MN. Mr. Grady reported that a written report would be submitted and then forwarded to City Council. 7. ADJOURNMENT: Chairman Reynolds adjourned the meeting at 5:55 p.m. to the regular scheduled meeting for Monday, November 9, 1985.
