Housing Inspector Hansell l. CALL MEETING TO ORDER: Chairman Reynolds called the meeting to order at 5:03 p.m. 2. ROLL CALL - Members present constituted a quorum. 3. APPROVAL OF MINUTES: MSUC Lee/Welsh to approve the minutes of February 10, 1986 with a correction that Board Member Winchell had an excused absence. 4. NEW BUSINESS: a. CASE NO. 3-86 - 973 Valencia Director of Building and Housing Grady stated the applicant was requesting an allowance to build spiral stairs from the 1st floor to the 2nd floor. The 2nd floor level has more than 400 sq. ft. if the bathroom is considered useful space. Section 3306 allows spiral stairways in Group R, Division 3 if the space is not over 400 sq. ft. Section 409 states that habitable space does not include bathrooms and closets. Although the bathrooms are usable space, the number of occupants will be restricted by the size of the recreation and bedroom. With Section 409 defining bathrooms and closets an non-habitable space, the total area does not exceed 400 sq. ft. Based on the definition of Section 409, staff recommended approval of the applicant's request. MSUC Lee/Welsh (5-0) to grant the application because the spiral staircase is limited to the occupancy of the 2nd floor. The Board also requested the Building Official draft a proposed amend- ment to the Uniform Building Code regarding Section 409 and 3305 to clarify habitable space and usable space. b. CASE NO. 4-86 - Maxwell Road, Otay >alley, SOG&E Director of Building and Housing Grady displayed a set of plans and stated SDG&E was requesting an increase of 25% allowable glazing area in l-hour exit corridor to 6l.4 and 52.l% in order to provide visual control or surveillance of lobby area, they proposed to add additional sprinkler heads adjacent to the area of glazing increase. BOARD OF APPEALS AND ADVISORS MINUTES OF April 14, 1986 Page 2 Section 3305(g) of the Uniform Building Code requires walls and ceilings of corridors serving an occupant load of 30 or more to be not less than l-hour fire resistive construction. In Group B, Division 2, buildings, corridors located within a single tenancy area of a building and tributary to main exit corridors which provide egress to exit doors are exempt from these fire restrictive construction requirements and from the opening protection specified in Section 3305. With the additional sprinkler heads and based on a single tenant, staff recommended approval of the applicant's request. MSUC Winkelman/Winchell (5-0) to approve the request subject to the follow- ing conditions: l. Additional sprinkler heads shall be located on both sides of the glass as approved by the Building Official and Fire Marshal. 2. All the glass in the lObby window be tempered or wire glass. 5.
