MINUTES OF REGULAR MEETING
BOARD OF APPEALS AND ADVISORS
CITY OF CHULA VISTA, CALIFORNIA

l. CALL MEETING TO ORDER: .
Vice Chairman Welsh called the meeting to order at 5:10 p.m.
2. ROLL CALL: Members present constituted a quorum.
3. APPROVAL OF MINUTES: MSUC Kimball/Lee to approve the minutes of May 12, 1986.
4. NEW BUSINESS:
a. CASE NO. lO-86 - Charter Point Condos
Acting Director of Building and Housing said Charter Point Homeowners
brought an appeal to the Board before on cutting holes in the 2-hour
walls underneath and installing fire dampers. The Board recommended
using exhaust fans, but moisture is still being created.
The applicant is proposing to provide new ventilation openings in common
property line walls located in crawl spaces. Natural ventilation will
be augmented by the use of exhaust fans with humidistat controllers
located at the down wind end of crawl spaces. Separate measures are
being undertaken to eliminate water entry into the crawlspaces. The
common walls in the crawlspaces are constructed as two 1-hour walls
adjacent to real property lines as required for R-3 occupancies. The
proposed ventilation openings will penetrate these walls. After much
discussion, Fire Marshal Gove was opposed to penetration of the fire
walls and wanted to investigate further.
An alternate was discussed involving possible 1-hour protection in the
shafts supplemented by the installation of sprinklers. This and other
possibilities will be further investigated by the Fire Marshal, with
recommendation to be made at the next meeting.
MSUC Welsh/Winkelman to table the request until the next regular
scheduled meeting.
b. Adoption of Proposed Building Valuation Multipliers for 1986-87
Mr. Hansell told Board Members the San Diego Chapter of ICBO recommended
that all cities adopt the Proposed Building Valuation Multiplies for
uniformity.

Valuation Multipliers for 1986-87
