HomeMy WebLinkAbout1994/02/14 Board of Appeals & Advisors Minutes MINUTES OF A REGULAR MEETING BOARD OF APPEALS AND ADVISORS CITY OF CHULA VISTA, CALIFORNIA February 14, 1994 Conference Room No. 1 5:15 p.m. MEMBERS PRESENT: Chairman Gingerich, Vice-Chairman Harter, Board Members Fabrick, McArthur, Leonard and Coleman (arrived at 5:26 p.m.) MEMBERS ABSENT: Board Member Triplette CITY STAFF PRESENT: Director of Building and Housing Larsen, Assistant Director of Building and Housing Remp and Administrative Secretary Uybungco CALL MEETING TO ORDER: Chairman Gingerich called the meeting to order at 5:17 p.m. ROLL CALL: Members present constituted a quorum. Staff advised Chairman Gingerich that Mr. Coleman called and informed staff that he will be arriving a little late. 1. DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM: Board Member Triplette's absence was noted as "unexcused". However, due to an oversight, the Board did not vote on this item. This item will be brought to the Board at the next meeting scheduled for March 14, 1994. 2. APPROVAL OF MINUTES: Chairman Gingerich requested a change to the Minutes of November 8, 1993. Page 2, Item B, first paragraph should read as follows..."Chairman Gingerich suggested that the Board's title be revised to be recognized as the Board of Building Codos ^p¡:)()als Buildina Board of Appeals, MSUC Harter/Fabrick (5-0-1) (Coleman) to approve the Minutes of November 8, 1993 as amended. Board of Appeals & Advisors -2- February 14, 1994 3. NEW BUSINESS: None 4. DIRECTOR'S COMMENTS/REPORTS: A. Department of Building and Housing Budget and Board of Appeals and Advisors Budget - Staff Report Director of Building and Housing Larsen walked the Board through the Department's Proposed FY 94-95 Budget Transmittal and other related documents. The Board was informed that the Department prepared a Contingency Plan, as required by the City Manager, indicating cuts of 2 percent and 5 percent. The Department's Budget was slightly increased due to the triennial code adoption cycle. Staff informed the Board that there are three levels of budget review. First the budget is submitted to a Budget Analyst, then to the Budget Manager and the third level of review is performed by the City Manager, prior to submitting to the City Council for adoption. B. Americans with Disabilities Act - Implementation Update This item was deferred to Assistant Director of Building and Housing Remp. The Department of Building and Housing has taken the lead role on surveying (on site) City owned facilities and to administer the Capital Improvement Project to implement the changes as required by the ADA. The Public Works Department has taken the lead on public right-of-way improvements (curb cuts) which will cost approximately $3 million. The ADA mandates a Transition Plan be adopted and all work completed by January 1995. The City has not determined the funding sources; therefore, cannot adopt a Transition Plan at this time. Public Information Meetings will be held in the near future in order to provide the public another opportunity to provide input/comment on the Transition Plan. One of the hearings may be held at the Norman Park Senior Center. Board Member Fabrick commented that she would like to see the meeting at that location. Board of Appeals & Advisors -3- February 14, 1994 The City has hired an Intern, Andrew Smith, to work two days a week to coordinate these efforts. The Department is pleased with his role as liaison with other departments. C. Citywide Graffiti Abatement - Staff Report Director of Building and Housing Larsen informed the Board that the City Council has requested the Department to investigate/research information for a Graffiti Abatement/Eradication Program. The Department will need to bring the proposed program to Council with staffing and funding recommendations. The Department may recommend the funding of a part- time Graffiti Program Manager. Currently complaints are received at three departments (Building and Housing, Police and Public Works) and this position will enable the City to centralize and funnel and complaints through one location. One strategy which is being explored is to cite the property owner; if the graffiti remains for more than seven days, the City will bring the property owner to the Municipal Court. This tactic is politically unfavorable, but it will encourage property owners to become involved in preventative programs. Staff's closest estimate is that the City has spent a minimum of $200,000 to $250,000 on graffiti abatement. D. California Building Officials - 31st Annual Business Meeting Update This item was deferred to Assistant Director of Building and Housing Remp. Director of Building and Housing Larsen and Assistant Director of Building and Housing Remp attended the Annual Business Meeting at Santa Barbara, CA. Director Larsen and Assistant Director Remp presented sessions on Legal Aspects of Code Enforcement at the Annual Business Meeting. The local chapter presented a session on Building Department Fees. A seismic consideration video "Bolt It Down" was presented as well. The Department is in the process of purchasing this video. Chairman Gingerich stated that he would like to have the Board view this video together. Director Larsen replied that staff will tentatively calendar the viewing of this video for the March meeting. Board of Appeals & Advisors -4- February 14, 1994 Assistant Director Remp chaired a session on guidelines to implement non- residential standards and how to incorporate these guidelines with the ADA requirements. The guidelines will assist local Building Officials to interpret the code. The Building Official of National City, Mike Bouse, has become the Second Vice President of CALBO and will work his way up in the ranks and become President. Director Larsen and Assistant Director Remp had the opportunity to view the damages from the recent earthquake in the Northridge area. Other jurisdictions within San Diego County had dispatched staff for damage assessment; however, our staffing level could not provide for this assistance. Assistant Director Remp informed the Board that he has created a database on Paradox to input damage assessment information in the event a disaster should strike this area. Staff training will be provided in the next couple of weeks. 5. COMMUNICATIONS (PUBLIC REMARKS/WRITTEN CORRESPONDENCE): None 6.
