MINUTES OF A REGULAR MEETING
BOARD OF APPEALS AND ADVISORS
CITY OF CHULA VISTA, CALIFORNIA
October 10, 1994 Conference Room No. 1 5:15 p.m.
MEMBERS PRESENT: Chairman Gingerich, Vice-Chairman Triplette, Board
Members Compton and Puzon
MEMBERS ABSENT: Board Members Coleman, Fabrick and Harter
CITY STAFF PRESENT: Director of Building & Housing Larsen and Assistant
Director of Building & Housing Remp
CALL MEETING TO ORDER: Chairman Gingerich called the meeting to order
at 5:15 p.m.
ROLL CALL: Members present constituted a quorum.
1. DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM:
Motions were not taken to identify whether the absences of Board Members
Coleman, Fabrick and Harter were excused/unexcused. Motions will be taken at
the meeting of November 14, 1994.
It was noted however that Board Members Coleman and Fabrick had notified the
Department prior to the meeting.
2. APPROVAL OF MINUTES: Motion to approve the Minutes of September 19, 1994
will be taken at the Meeting of November 14, 1994, due to the lack of Members
required to take action. (Board Member Puzon did not qualify to take action.)
3. NEW BUSINESS: None
4. CHAIRMAN'S COMMENTS/REPORT:
A. Report on the 72nd Annual Education and Code Development Conference
of the InternationaJ Conference of Building Officials

Written report was provided by Chairman Gingerich to the Members.
Chairman Gingerich pointed out that the focus of the Annual Business
Meeting was on education seminars, which were all taught by professionals
in the field. Participants were familiarized with the issues facing Bui/ding
Officials. Seminars on Fire Modeling, Architectural Applications, UBC
Administration, Means of Egress, Alternative Methods & Materials, and
Wind & Earthquake Forces were discussed. Chairman stated that the
educational manual that was distributed was of èxcellent quality. The
manual was made available for review by the other Members of the Board.
5. DIRECTOR'S COMMENTS/REPORT:
A. Introduction of New Board Member - Peter S. Puzon
Director of Bui/ding and Housing Larsen introduced Mr. Puzon to the
Board. Mr. Puzon's background and qualifications were presented to the
Board.
B. Final Report on Proposal to Identify the Board of Appeals and Advisors as
Final Appellate Body for Cases Relating to Abandoned, Wrecked,
Inoperative and Dismantled Vehicles or Parts Thereof
The proposed ordinance changes were discussed. Suggestions for
language change and typographical errors were noted. Changes will be
made and redistributed to the Members at the Meeting of November 14,
1994.
C. Report on State of California HCD Swimming Pool Enclosures
The Board of Appeals and Advisors was informed that the Bui/ding
Standards Commission repealed the emergency regulations. The
Department will now go back to enforcing the local code as previously
written.
D. Report on Proposed Implementation of Citation Authority Program
An overview of the actions being proposed by staff to enhance Code
Enforcement effectiveness was discussed with the Board. The proposed
Citation Authority Program wi/I be a comprehensive package, which will be
brought back to the Board in the near future.

E. Status Report on Access Appeals Board
The establishment of the Access Appeals Board was approved without
comments by Council. Additional applications must be submitted by
parties interested in being on the Access Appeals Board.
F. Citywide Kiosk Program
Director of Building and Housing Larsen informed the Board that the
Department has met with the major developers in the area to explore the
idea of developing a Kiosk Program. This effort is intended to reduce the
number of illegal signs throughout the City. Director of Building and
Housing Larsen will be meeting with the Board of Realtors to encourage
them to comply and solicit their comments in developing the program.
G. The San Diego Area Chapter, ICBO will be sponsoring a seminar on
December 9, 1994 on Code Updates. Members were encouraged to
attend. Seminar announcements will be provided as Soon as copies
become available.
5. COMMUNICATIONS (PUBLIC REMARKS/WRITTEN CORRESPONDENCE): None
6. ADJOURNMENT: Chairman Gingerich adjourned the meeting at 6:00 p.m. to the
next regular meeting scheduled for November 14, 1994.
