HomeMy WebLinkAbout1998/04/13 Board of Appeals & Advisors Minutes MINUTES OF A REGULAR MEETING BOARD OF APPEALS AND ADVISORS CITY OF CHULA VISTA, CALIFORNIA April 13, 1998 Conference Room No. 1 5:15 p.m. MEMBERS PRESENT: Chairman Triplette, Vice-Chairman Gingerich, Board Members Compton, Harter, Kaya and O'Neill MEMBERS ABSENT: Board Member Anne Fabrick CITY STAFF PRESENT: Director of Building & Housing Larsen, Assistant Director of Building & Housing Remp, Fire Marshal Perry, Chief Plans Examiner Teachworth and Administrative Secretary Uybungco PUBLIC PRESENT: William E. Cline, P.E. and Garner A. Palenske, P.E. with Schirmer Engineering Corporation; Peter Noll with Colbourn-Currier-NolI (Agent for the Owner) CALL MEETING TO ORDER: Chairman Triplette called the meeting to order at 5: 13 p.m. ROLL CALL: Members present constituted a quorum. 1. DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM: MSC Harter/O'Neill (6-0) to excuse the absence of Board Member Fabrick. 2. APPROVAL OF MINUTES: MSC O'Neill/Gingerich (6-0) to approve the minutes of January 12, 1998. 3. NEW BUSINESS: A. Alternative Design Consideration: Request for Encroachment into Required Yard Width @ 1650 Industrial Boulevard, Chula Vista Chairman Triplette introduced the item and referred to Director of Building & Housing Larsen for the Staff Report. Director Larsen informed the Board that the item before the Board was an encroachment into the required side yard setback for an existing industrial facility built in 1987, under the provisions of the 1995 Edition of the Uniform Building Code. Raytheon, Inc. will be relocating their operations into the site @ 1650 Industrial Boulevard. Director Larsen reviewed with the Board the Technical Report prepared by Schirmer Engineering Corporation. Board of Appeals & Advisors -2- April 13, 1998 Director Larsen highlighted the Revised Conditions as set forth in Staff's Report under "Findings and Recommendations of the Building Official". Director Larsen concluded by stating that the Department of Building & Housing and the Fire Department recommend the approval of the request based upon the mitigation proposal presented by the applicant for the property to the north. There is no imminent threat to the existing structure or the adjacent property. Chairman Triplette opened the floor for questions from the Board. Vice-Chair Gingerich inquired whether there was sufficient access for the Fire Department since there is no door at the north wall of the structure. Director Larsen deferred the question to Fire Marshal Perry. Mr. Perry stated that the Fire Department's requirement for the building to be moved back at 50' will provide adequate access into the building. Mr. Perry also pointed out that the fire hydrant will remain at the back of the building. Vice-Chair Gingerich added that he had visited the site and was satisfied with his observations and the measures proposed to mitigate the fire suppression issues. Board Member Compton stated that he also visited the site and was also pleased with his observations. Mr. Compton inquired as to the building separation requirements called for by the Codes. Director Larsen referred the Board to Appendix "B" (page 5) of the Applicant's Report. MSC Harter/Compton (6-0) to accept Staff's recommendation and approve the request for encroachment into required yard width @ 1650 Industrial Boulevard, Chula Vista. 4. CHAIRMAN'S COMMENTS/REPORT: None 5. DIRECTOR'S COMMENTS/REPORT: A. Proclamation Declaring the Week of April 5, 1998 through April 11, 1998 as "International Building Safety Week" Director Larsen presented a videotape of the portion of the Council Meeting of April 7, 1998 whereby Vice-Chair Gingerich received the Proclamation for "International Building Safety Week" on behalf of the Board of Appeals & Advisors and the Department of Building & Housing. B. Swimming Pool Enclosure Ordinance Amendment - Approved by City Council on March 3, 1998 Director Larsen informed the Board that the revised City Ordinance in compliance with State Law was approved by City Council. Code Enforcement Effectiveness Program - Approved by City Council on January 20, 1998 - Status Report Director Larsen stated that the Department is currently working on the Procedures Manual. Assistant Director Remp is heading up the training of the program and the Department anticipates implementation in July/August, 1998. Director Larsen further informed the Board that staff will provide opportunity to Chamber of Commerce and the Business Community for input and review of documents prior to printing. D. Major Projects Status - Oral Report Director Larsen distributed the Department's Monthly Activities Report on Revenues/Workload, and pointed out that March was a very busy month with the highest revenue level thus far this fiscal year. Director Larsen inquired through the Chair whether the Board was interested in taking another tour of major projects throughout the City. Chairman Triplette stated on behalf of the Board that a tour would be appreciated. Director responded that with the Board's approval, staff will coordinate a tour for Monday, June 8, 1998 department at 4:00 p.m. (Further information will be provided upon availability.) 6. COMMUNICATIONS (PUBLIC REMARKS/WRITTEN CORRESPONDENCE): None 7. ADJOURNMENT: Chairman Triplette adjourned the meeting at 5,:58 p.m. to the next regular meeting scheduled for May 11, 1998. ~~.~.
