HomeMy WebLinkAbout1999/04/12 Board of Appeals & Advisors Minutes MINUTES OF A REGULAR MEETING BOARD OF APPEALS AND ADVISORS CITY OF CHULA VISTA, CALIFORNIA April 12, 1999 Conference Room NO.1 5:15p.m, MEMBERS PRESENT: Chairman Compton, Board Members Fabrick, Harter, Monaghan, and Triplette MEMBERS ABSENT Vice-Chairman O'Neill, Board Member Kaya CITY STAFF PRESENT: Assistant Director/Building Official Remp and Secretary Seiter CALL MEETING TO ORDER Chairman Compton called the meeting to order at 5:20 p.m. ROLL CALL: Members present constituted a quorum, 1. DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM: MSUC Triplette/Harter (5-0) to excuse the absences of Vice-Chairman O'Neill and Board Member Kaya. 2, APPROVAL OF MINUTES: Chairman Compton deferred approval of minutes of 3/8/99 to the next regularly scheduled meeting of 5/12/99. 3. NEW BUSINESS: A. Review and Recommendations for Adoption of the Following Codes: California Uniform Building Code, 1998 Edition Uniform Building Code, 1997 Edition with Amendments California Mechanical Code, 1998 Edition Uniform Mechanical Code, 1997 Edition with Amendments California Plumbing Code, 1998 Edition Uniform Plumbing Code, 1997 Edition with Amendments California Electrical Code, 1998 Edition National Electrical Code, 1996 Edition with Amendments California Fire Code, 1997 Edition with Amendments Board of Appeals & Advisors -2- April 12, 1999 Uniform Fire Code, 1997 Edition with Amendments California Energy Code, 1997 Edition California Referenced Standards Code, 1998 Edition Uniform Housing Code, 1997 Edition with Amendments Uniform Code for the Abatement of Dangerous Buildings, 1997 Edition with Amendments Urban-Wildland Interface Code, 1997 Edition with Amendments Assistant Director Remp introduced the items with the recommendation that the Board of Appeals and Advisors endorse Council adoption of the above referenced codes as amended. Mr. Remp advised the Board that this is a process engaged in approximately once every three years and is a routine adoption of the Codes as they come out. Building Officials representing jurisdictions throughout San Diego County have met collectively to discuss suggested modifications to the local codes and have reached a consensus to work toward minimizing the number and scope of local amendments. Mr. Remp also stated that new to this cycle of the code adoption process is the adoption of the California Building Standards Codes. The Fire Department is also recommending adoption of the 1997 Edition of the Urban-Wildland Interface Code, Proposed ordinance changes were discussed. Suggestions for language changes were noted. Changes will be made, MSUC Harter/Triplette (5-0) to accept Staff's recommendation and approve the adoption of the above referenced codes as amended. 4. CHAIRMAN'S COMMENTS/REPORT: None 5, BUILDING OFFICIAL'S COMMENTS/REPORT: Assistant Director Remp stated that Staff is going through a rigorous training program to become more familiar with requirements of the new codes. Mr. Remp offered to have Staff come to the Board of Appeals meeting in fall or early winter to discuss any significant modifications to the codes and any impacts they will have. Chairman Compton inquired as to the status of credit card payments for permit fees, Mr. Remp stated that the major issue is that the banks are unwilling to waiver on the fees they would charge us on credit card transactions, The issue is still being considered and discussed. Assistant Director Remp introduced Jim Monaghan as the newest member of the Board of Appeals, Board of Appeals & Advisors -3- April 12, 1999 6, COMMUNICATIONS (PUBLIC REMARKS/WRITTEN CORRESPONDENCE): None 7.
