HomeMy WebLinkAbout1999/02/08 Board of Appeals & Advisors Minutes MINUTES OF A REGULAR MEETING BOARD OF APPEALS AND ADVISORS CITY OF CHULA VISTA, CALIFORNIA February 8, 1999 Conference Room No. 1 5:15 p.m. MEMBERS PRESENT: Chainnan Compton, Vice-Chairman O'Neill, Board Members Fabrick, Gingerich, Harter, Kaya, and Triplette MEMBERS ABSENT: None CITY STAFF PRESENT: Assistant Director/Building Official Remp, Fire Marshal Perry, and Secretary (Acting) Seiter PUBLIC PRESENT: Joe Botkin with F, J. Willert Contracting Co., Inc. CALL MEETING TO ORDER: Chainnan Compton called the meeting to order at 5: 15 p. m. ROLL CALL: Members present constituted a quorum. 1. DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM: N/A 2. APPROVAL OF MINUTES: MSUC Triplette/Gingerich (7-0) to approve the minutes of August 10, 1998. 3, NEW BUSINESS: A Alternative Method Consideration: Request for Usage of 12,000 Gallon Above- Ground Diesel Fuel Storage Tank @ 1869 Nirvana Avenue, Chula Vista Assistant Director Remp introduced the item and referred to Fire Marshal Perry for the Staff Report. Mr. Perry informed the Board that the applicant was requesting a permit to use a 12,000 gallon above ground diesel fuel storage tank @ 1869 Nirvana Avenue. Mr. Perry stated that this was more of a timing issue since the City will be adopting the 1997 Uniform Fire Code in its entirety in July, and the 1997 Uniform Fire Code allows for 12,000 gallon above ground diesel fuel storage tanks. Mr. Perry highlighted the points in the Staff Report in regards to safety, materials used, and the way the tanks wers encapsulated and anchored. Mr. Perry stressed that the tanks had been tested numerous times and in numerous ways for safety. Board of Appeais & Advisors -2- February 8 1999 Board Member Kaya questioned the distance between the tanks. Mr. Perry pointed out that the Code would allow no more than four primary tanks at any location, and each would have a three foot separation. Board Member Triplette inquired as to size and turnaround time of filling the tanks. Mr. Perry stated that using the tanks allows delivery of an entire truckload, which reduces the amount of time the trucks are on the road, therefore making it safer and more economical. MSUC Gingerich/O'Neill (7-0) to accept Staff's recommendation and approve the request for usage of 12,000 gallon above ground diesel fuel storage tanks based on adherence to the provisions of the 1997 Uniform Fire Code, 4, CHAIRMAN'S COMMENTS/REPORT: None 5. BUILDING OFFICIAL'S COMMENTS/REPORT: A Update on Status of consolidating Planning and Building Operations Assistant Director Remp informed the Board that the Department was in the process of completing hiring of additional twenty-two (22) staff members, The Department is also in the process of improving the current computer-based permitting system, providing staff training on and off site, and purchasing additional training materials. Assistant Director Remp also informed the Board that the Building Inspectors had moved to the Eastlake Business Center. Assistant Director Remp distributed the Department's Monthly Activities Report on RevenueslWorkload and pointed out that there has been an almost 50% increase in overall valuation in the last three years. 6. COMMUNICATIONS (PUBLIC REMARKSIWRITTEN CORRESPONDENCE): None 7. ADJOURNMENT: Chairman Compton adjourned the meeting at 6:10 p,m. to the next regular meeting scheduled for March 8, 1999.
