MINUTES OF A REGULAR MEETING
BOARD OF APPEALS AND ADVISORS
CITY OF CHULA VISTA, CALIFORNIA
October 11, 1999 Conference Room No. 1 5:15p.m.
MEMBERS PRESENT: Chairman Compton, Vice-Chairman O'Neill, Board Members Monaghan,
Triplette, and Romo (arrived at 5:25 p.m.)
MEMBERS ABSENT: Board Member Kaya
CITY STAFF PRESENT: Director Leiter, Assistant Director/Building Official Remp, Deputy Building Official
Murdoch, and Secretary Seiter
PUBLIC PRESENT: Bill Harter
CALL MEETING TO ORDER: Chairman Compton called the meeting to order at 5:15 p.m.
ROLL CALL: Members present constituted a quorum,
1. DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM:
(Item delayed until the end of the meeting.)
MSUC Triplette/O'Neill (5-0) to excuse the absence of Board Member Kaya.
2, APPROVAL OF MINUTES: MSUC MonaghanfTriplette (3-0) (O'Neill abstained) to approve the minutes
of April 12, 1999.
3, NEW BUSINESS:
A. Mandatory Pre-Plumbing of Residential Graywater Systems in all New Single Family Residences

Assistant Director Remp introduced the item of Graywater Systems with the understanding that
staff had not prepared a report as this issue was brought before the Board for discussion
purposes only at this time.
Director Leiter gave background information on where the City currently is on the issue of
graywater systems. Council has directed Planning and Public Works to look at measures to
reduce water consumption. The plan is to set up pilot projects to monitor the use of graywater
systems and the use of reclaimed water in the municipal system. The intention is to monitor the
projects to get answers, pro or con, to whether there are real problems regarding health/safety
concems, the concerns of liability, and other concerns.
Director Leiter also informed the Board that one of the proposed systems could be sold to
homeowners, with the understanding that existing homes would have to be re-plumbed to fiow
into the system. This could be costly and may not be feasible. The idea would be to install pre-
plumbing in new homes to be used at a later time,
All members of the Board raised questions and concerns, but the general consensus was to go
forward in reviewing the systems. No other action was taken.
4. CHAIRMAN'S COMMENTS/REPORT:
A. Chairman Compton introduced new member, Jose Romo, Jr.
5. BUILDING OFFICIAL'S COMMENTS/REPORT:
A. Ass!. Director Remp presented Bill Harter with a plaque in appreciation for his years of service to
the Board of Appeals.
B, Ass!. Director Remp introduced Gordon Murdoch, Deputy Building Official.
C. Ass!. Director Remp informed the Board that because of the extended amount of growth the City
has experienced, the department is adding staff. As part of dealing with additional staff, there are
space issues, One item on the list is consolidating Planning and Building counters. Mr. Remp
advised the Board that he would like to have their input, along with input from the public, A survey
form was passed out to the members. Any comments or suggestions would be greatly
appreciated,
D. Ass!. Director Remp commented on a question brought up at the April meeting regarding property
owners being able to get information on apartment complexes and the activities going on there
from the Police Dep!. Code Enforcement and the Police Dep!. is working together to get property
managers/owners to be more responsible regarding their property. Greg Pickett is the contact

person for information on properties, Richard Preuss is the contact person for the Crime Free
Multi-Housing Program.
E. Election of officers will be held at the November meeting.
F, Ass!. Director Remp advised the Board that the Building Division has hired a consultant to assist
in putting together a five-year business plan. Mr. Remp will be giving status reports to the Board.

7. ADJOURNMENT: Chairman Compton adjoumed the meeting at 6:35 p,m, to the next regular meeting
scheduled for November 8, 1999.
