HomeMy WebLinkAbout2000/03/13 Board of Appeals & Advisors Minutes MINUTES OF A REGULAR MEETING BOARD OF APPEALS AND ADVISORS CITY OF CHULA VISTA, CALIFORNIA March 13, 2000 Conference Room No.1 5:15 p.m. MEMBERS PRESENT: Chairman O'Neill, Vice-Chairman Triplette, Board Members Compton, Kaya, Monaghan, and Romo MEMBERS ABSENT: None CITY STAFF PRESENT: Assistant Director Remp, Plan Check Engineer EI-Khazen, Sr. Building Inspector Bottorff, Building Inspector III Ahlin, Public Works Director Lippitt, Conservation Coordinator Meacham, and Secretary Seiter CALL MEETING TO ORDER: Chairman O'Neill called the meeting to order at 5:15 p.m. ROLL CALL: Members present constituted a quorum. 1. DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM: 2. APPROVAL OF MINUTES: MSUC Triplett/Compton (5-0) (O'Neill abstained) to approve the minutes of February 14, 2000. 3. NEW BUSINESS: A. Alternative Method Consideration: Use of Vanguard Piping Systems Pex Pipe and Fittings - Chairman O'Neill introduced the item and referred to Asst. Director Remp for the Staff Report. Asst. Director Remp recognized Greg Bottorff as having put together the staff report and indicated he would answer any questions from the Board. Chuck Graham, representative for Vanguard Piping Systems was introduced at this time. Board of Appeals & Advisors -2- March 13, 2000 Minor modifications were made to the original staff report, and the modified staff report was handed out to the Board Members. Asst. Director Remp concluded by stating that the Department of Planning and Building recommend the approval of the request based upon the Staff Report and the 12 conditions listed regarding installation of the product. Chairman O'Neill opened the floor for questions from the Board. Board Member Monaghan inquired about Item 7 of the staff report. His recommendation was that it should read "The tubes shall not be installed within 6" of any gas appliance vent or within 12" of any recessed light fixture." Staff and board members concurred. MSUC Monaghan/Compton to accept Staff's recommendation and approve the use of Vanguard Cross-linked Polyethylene Water Distribution System (Pex) in the City of Chula Vista under the conditions captured in the Staff Report dated March 13, 2000. 4. CHAIRMAN'S COMMENTS/REPORT: A. Chairman O'Neill stated that he is looking forward to the Graywater presentation. B. Chairman O'Neill made a suggestion regarding Code Enforcement. He stated that the City of San Diego follows up phone complaints with a letter notifying the citizen that the complaint has been received, and Chairman O'Neill suggested that Chula Vista's Code Enforcement might consider the same thing. 5. BUILDING OFFICIAL'S COMMENTS/REPORT: A. Asst. Director Remp introduced Shawn Ahlin, Building Inspector III. Mr. Ahlin then gave a very informative and thorough presentation on Graywater Systems. The presentation included an overview of Graywater, Graywater issues. water consumption and conservation rewards, cost, permitting process, installation guidelines, Graywater sources, and system components. Michael Meacham and John Lippitt both provided comments regarding Graywater. B. Asst. Director Remp gave an overview of his recent trip to the California Building Officials Conference in Palm Springs. He informed the Board that he was elected to the CALBO Board of Directors.
