HomeMy WebLinkAbout2000/07/10 Board of Appeals & Advisors Minutes MINUTES OF A REGULAR MEETING BOARD OF APPEALS AND ADVISORS CITY OF CHULA VISTA, CALIFORNIA July 10, 2000 Conference Room No, 1 5:15 p.m. MEMBERS PRESENT: Chairman O'Neill, Vice-Chairman Triplette (arrived @ 5:25 p.m.), Board Members Kaya, Monaghan, and Romo MEMBERS ABSENT: Board Member Compton CITY STAFF PRESENT: Assistant Director Remp, Deputy Building Official Murdoch, and Secretary Seiter CALL MEETING TO ORDER: Chairman O'Neill called the meeting to order at 5:20 p.m. ROLL CA~L..: Members present constituted a quorum. 1. DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM: MSUC Monaghan/Romo (5-0) to excuse the absence of Board Member Compton. 2, APPROVAL OF MINUTES: MSUC Monaghan/Romo (5-0) to approve the minutes of March 13, 2000, 3. NEW BUSINESS: A Election of Chair for FY 2000-2001 MSUC Triplette/Monaghan (5-0) to re-elect Kevin O'Neill as Chairman of the Board of Appeals and Advisors for Fiscal Year 2000-2001. B. MSUC O'Neill/Kaya (5-0) to elect James Monaghan as Vice-Chairman of the Board of Appeals and Advisors for Fiscal Year 2000-2001, 4. CHAIRMAN'S COMMENTS/REPORT: None Board of Appeals & Advisors - 2 - July 10, 2000 5 BUILDING OFFICIAL'S COMMENTS/REPORT: A Asst. Director Remp gave an overview of the approved budgetfor FY 2000-2001. Highlights included mid-year request of three additional Code Enforcement positions; handheld computers; Sierra system consultants; IVR; Internet permitting; GIS interface; department integration; and records management (digitization). In addition to the above, money was budgeted for the Board of Appeals Chairman to attend the ICBO Annual Business Meeting in San Francisco for the current fiscal year. B, Asst. Director Remp stated that the Building Division is involved in a fee study. The fees have not been raised since 1992. There are questions being raised as to what should be paid for out of building permit fees versus other types of fees, what is the appropriate amount, etc, The Director of Budget and Analysis is reviewing these items for the City. The fee study is also being done in conjunction with a request by BIA We hope to have something to review by the end of July/August. State laws generally state that building permit fees need to be related to the cost of doing business. We are in the process of showing how these fees are related to our costs, and we fully expect to make some adjustments in some areas. C. Asst. Director Remp discussed code adoptions. The question right now is which codes will be adopted and in what form. There is no consensus at the state level to which codes are going to be adopted. The fee schedules that used to be included in the codes will no longer be there. In essence. we will not only have to figure out what to look for, but what to charge in order to enforce the codes. D, Asst. Director Remp gave a status report on recruitments. We have made an offer for our Senior Code Enforcement position, and if all goes well she will start July 28. We have two vacancies for Code Enforcement Officers, one vacancy for Senior Building Inspector, two vacancies for Building Inspector II's, possibly a Building Inspector III, and one clerical position vacancy. E. Asst. Director Remp mentioned that the Zucker Study was completed several months ago with 107 recommendations for Building Division. The report was very supportive of what we're doing. but also recognized that our workload had tripled in a year. We are in the process of accomplishing recommendations from the report. Minor permits are being issued from the Eastern Office. F, Asst. Director Remp presented Arthur Triplette with a plaque in appreciation for his years of service to the Board of Appeals. Vice-Chairman Triplette agreed to remain on the Board until a replacement could be found. Board of Appeals & Advisors - 3 - July 10, 2000 6. COMMUNICATIONS (PUBLIC REMARKS/WRITTEN CORRESPONDENCE): Board Member Kaya stated that the City Clerk's office asked him to remind Board members to fill out Form 700. 7.
