HomeMy WebLinkAbout2000/12/11 Board of Appeals & Advisors Minutes MINUTES OF A REGULAR MEETING BOARD OF APPEALS AND ADVISORS CITY OF CHULA VISTA, CALIFORNIA December 11, 2000 Conference Room NO.1 5:15 p.m, MEMBERS PRESENT: Chairman O'Neill, Vice-Chairman Monaghan, Board Members Compton, Kaya, Romo, and Triplette MEMBERS ABSENT: None CITY STAFF PRESENT: Assistant Director Remp, Secretary Seiter, Cheryl Fruchter, Budget & Analysis Director, Ed Van Eenoo, Sr. Management Analyst CALL MEETING TO ORDER: Chairman O'Neill called the meeting to order at 5:15 p.m. ROLL CALL: Members present constituted a quorum. 1. DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM: None 2. APPROVAL OF MINUTES: MSUC Monaghan/Triplette (5-0) (Compton abstained) to approve the minutes of July 10, 2000. 3. NEW BUSINESS: A. Preliminary Discussion of Proposed Building Permit Fee Schedule A general discussion was held on the proposed fee schedule that the City has been working on for some time now. Ms. Fruchter and Mr. Van Eenoo prepared a detailed report (Attachment 1) that gives an overview of the changes that are being proposed and the methodology associated with how those numbers were generated and the reasoning behind them. Board of Appeals & Advisors 2 December 11, 2000 As a result of the study done by Ms. Fruchter and Mr. Van Eenoo with help from various individuals in Building Division and throughout the City, two types of fees are being proposed, flat fees and valuation-based fees. Six key changes to the existing Master Fee Schedule are being recommended as a result of this study. Adoption of the proposed changes would affect numerous parties including large tract housing developers, building contractors, and individual home owners. No formal action is being taken, but one of the functions of the Board is to make recommendations regarding the code. At this time, the floor was opened for discussion or any questions regarding the proposed changes. There were some general questions regarding the comparison charts, different types of fees and what and when they are charged, and the valuation of a residential building, The questions were answered by Asst. Director Remp and Mr. Van Eenoo to the satisfaction of the Board members. 4. CHAIRMAN'S COMMENTS/REPORT: None 5. BUILDING OFFICIAL'S COMMENTS/REPORT: A. Asst. Director Remp gave a brief update regarding the Code Adoption process in California, What previously was a fairly routine process of adopting ICBO's codes and moving forward is no longer the case. The Building Standards Commission has made a determination that they are going to stay with the 1997 version of the UBC with California amendments. They are also going to adopt the 2000 version of the UPC and UMC published by IAPMO and the UFC published by the Western Fire Chiefs. There are inherent conflicts, in that those codes were not developed in conjunction with each other. However, there are fewer challenges in adopting these codes than in adopting the International Building Codes. So there will be challenging times ahead, but we will overcome those challenges. B. Asst. Director Remp also discussed AB970, the new requirements for energy standards. Asst. Director Remp briefly discussed the concerns with certain provisions that may not be inspectable. There could be significant changes in the energy standards in the near future, and we will have to be trained on them at some point. C. Asst. Director Remp also discussed the general activity levels for the Building Division. The average value for permit now is $100,000. The average number of inspections per permit is 17.67. So although the total number of permits has Board of Appeals & Advisors 3 December 11 , 2000 gone up a little, it doesn't reflect the true picture of the complexity of the job and how it's changed. We are trying to work toward an inspection workload that doesn't exceed 29 inspections per day, 6. COMMUNICATIONS (PUBLIC REMARKS/WRITTEN CORRESPONDENCE): None 7.
