MINUTES OF A REGULAR MEETING
BOARD OF APPEALS AND ADVISORS
CITY OF CHULA VISTA, CALIFORNIA
August 11, 2003 Conference Room NO.1 5:15 p.m.
MEMBERS PRESENT: Chairman Bryan Ehm, Board Members Matt Flach, Jim
Monaghan, Edward Nagorski, Jose Romo, and Ben West
MEMBERS ABSENT: Board Member Donald Snider
CITY STAFF PRESENT: Assistant Director Remp, Secretary Bottorff
CALL MEETING TO ORDER: Chairman Ehm called the meeting to order at 5:15 p.m.
ROLL CALL: Members present constituted a quorum.
1, DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM: No action taken at
this time.
2. APPROVAL OF MINUTES: MSUC Monaghan/Romo (6-0) to approve the minutes of
July 14, 2003.
3. NEW BUSINESS:
A. Election of Vice-Chair for FY 2003/2004
MSUC Ehm/Monaghan (6-0) to elect Jose Romo Jr. as Vice-Chairman of the
Board of Appeals and Advisors for Fiscal Year 2003/2004.
4. CHAIRMAN'S COMMENTS/REPORT:
A. Code Enforcement Update
Chairman Ehm asked for an update to the Code Enforcement program.

Assistant Director Remp responded that an offer had been made for the Code
Enforcement Manager position to Robert Vacchi, an attorney and a former City of
San Diego employee. Mr. Vacchi has accepted the position and will be starting
August 22. The application process has been completed for the three vacant
Code Enforcement Officer positions. We hope to have these positions filled by
the end of October. We held interviews for Code Enforcement Technician today
and hope to have the position filled by mid-September.
5. BUILDING OFFICIAL'S COMMENTS/REPORT:
A State Code Adoption Decision
The NFPA 5000 was adopted, as was suspected would happen. Things could
change depending on what happens with the October 7 recall election. There
are potential problems with the adoption of the NFPA code. T here are no
certification programs, no evaluation services programs, and no real special
inspection program. It will be a big challenge for the industry when it comes to
adopting this code, as there will be many changes that will be required to be able
to understand this code and be able to use it. The earliest enforcement, most
likely, would be June 2006.
The California Energy Commission would like to get their requirements out as
soon as possible. They will be going to a vote in November 2003, but the
question is whether they will go into effect at the same time as the others or
much sooner.

7. ADJOURNMENT: Chairman Ehm adjourned the meeting at 5:46 p.m. to the next
regular meeting scheduled for September 8, 2003.
