CALL MEETING TO ORDER: Chairman Leonard called the meeting to order at 5:05 p.m.
ROLL CALL: Members present constituted a quorum.
1. DECLARATION OF EXCUSEDIUNEXCUSED ABSENTEEISM: N/A
2. APPROVAL OF MINUTES: MSUC Nash/Gingerich (7-0) to approve the minutes of
June 10, 1991.
3 NEW BUSINESS:
A. Bonita Country Day School, 2240 Fenton Street - Re~est for Ap,peal of
Waiver of One-Hour Horizontal Occupancy Separation;" -1" to "B-2'
Director of Building and Housing Larsen, on behalf of the abPJicant,
explained the appeal and the layout & structural description of the uilding.
A map depicting the floor plan was available. The ap~licant is requesting
approval for placement of a full suppression system in ieu of the one-hour
horizontal separation.
Director of Building and Housing Larsen further explained that the if¡plicant
is currently appl~ng for a Conditional Use Permit from the lanning
Dúartment to a low the proposed use at this location. If approved, the
C. .P. will only be effective for a maximum of three years and will be
reviewed on an annual basis.
Board Member Gingerich inquired whether a full suppression system was a
requirement along with the one-hour horizontal separation. Director of
BUIlding and Housing Larsen stated that the suppression system 'was not
required.

Board Member Gingerich asked how the mechanical system will effect the
ventilation of the building in the event of a fire. Director of Building and
Housing Larsen informed the Board that staff did not research the
mechanical system. However, the building had been finaled in the past three
to four months and the Fire Department did approve the system.
MSC Nash/Gingerich (5-2) {Arnold and Contrerashto approve the placement
of a full suppression system m lieu of the one-hour orizontal separation.
MSUC Gin~erich/Harter (7-0) to mandate the mechanical sfistem to be
equipped WIth an automatic shutoff which will shut down a I air-moving
~uipment when smoke is detected in a return-air duct as per the Uniform
echanical Code, Section 1009 (1988 Edition).
MSC Nash/Gingerich (5-2) [Arnold and Contreras] to approve the request as
amended.
4. DIRECfOR'S COMMENTSIREPORT:
A. Director of Building and Housing Larsen introduced the new member of the
board, Mr. Bill Harter to the other board members and staff.
Board Member Harter gave a short self-introduction and informed the other
members that he has been in the piping industry since 1973 and is on the
Board of the Plumbers' Union.
All Board Members welcomed Mr. Harter.
B. Director of Buildinî,and Housing Larsen informed the Board that Chairman
Leonard, Assistant irector of Building and Housing Remp and himself will
be attending the 69th Annual Code Development and Education Conference
of the International Conference of Buildmg Officials durint the week of
September 9 through 13, 1991 and asked if the Board would Ii e to ~ostpone
the regularly scheduled meeting of September 9, 1991 to September 3, 1991.
MSUC Arnold/Gingerich (7-0) to approve the deferment of the meeting
scheduled for September 9, 1991 to September 23, 1991.
C. Director of Building and HousinÆ Larsen informed the Board that the City is
sponsoring an Annual City-Wi e Clean-Up in which free dumpsters are
available are five locations throuf,hout the City for three consecutive
Saturdays. On Saturday, August 10, 991 Channel 10 News was on location at
HiIltoþ and Naples. A 20-second clip was shown to the Board which depicted
Dick oster, Senior Code Enforcement Officer stating general information
regarding the clean-up.

D. Assistant Director of Building and Housing Remp informed the Board that an
Automated Permit Tracking System has been approved in the FY 1991-1992
Budget. Staff is anticipating to be on-line by the beginning of 1992. The
system will enhance communications with other departments and avoid
duplication of effort.
E. Director of Building and Housing Larsen informed the Board that Council
requested staff to update the Master Fee Schedule. Staff will be bringing
recommendations for changes to the Board for endorsement prior to
forwarding to Council.
Assistant Director of Building and Housing Remp stated that the Fire
Department may implement a fee for Fire Permits. Fire Marshal Gove has
stated that she would like to come before the Board for feedback and
endorsement.
5. COMMUNICATIONS (PUBLIC REMARKS/WRITfEN CORRESPONDENCE): None
6. Chairman Leonard adjourned the meeting at 6:11 p.m. to the next regular meeting
scheduled for September 23, 1991.
