CALL MEETING TO ORDER: Chairman Leonard called the meeting to order at 5:03 p.m.
ROLL CALL: Members present constituted a quorum.
1. DECLARATION OF EXCUSEDIUNEXCUSED ABSENTEEISM: N/A
2. APPROVAL OF MINUTES: MSUC Gingerich/Contreras (7-0) to approve the minutes of
August 12, 1991.
3. NEW BUSINESS:
A. 850 Lagoon Drive, Rohr Industries - Disabled Access Parking Facilities
Refasentin~ Starboard Development, Inc. was Mr. Ian Gill and representing
BS ArchItecture were Mr. Gordon Carrier and Ms. Linda Zubiate.
Director of Building and Housing Larsen introduced the background
information as it relates to the appeal and referred the Board's attention to ,
Assistant Director of Building and Housing Remp for the staff report and
recommendation.
Assistant Director of Building and Housing Remp reviewed all documents in
the gackage with the Board and explained that the Department's role is to
veri that sufficient information has been provided for the Board to make a
decision.

Staff recommended approval of the appeal to the Board based on the
following: (1) applicant is providing twice as man~ spaces as called for, (2)
there is ample access for the physically challenged om the parking spaces to
the buildings, (3) an unreasonable hardship would be created by requIring the
facili~ to be redesigned to meet the vertical height clearance requirements
and 4) the proportion of covered vs. uncovered spaces provided for the
physically challenged is consistent with the proportion provided for the overall
site.
Ms. Zubiate explained the proposed project to the Board as indicated on the
site plan.
Director of Building and Housing Larsen inquired when the six covered ..
spaces will be constructed.
Mr. Gill stated that the spaces will be built prior to occupancy of the six-story
building. Mr. Gill also stated that they would prefer the spaces to be
uncovered but if the Board desired spaces to be covered, they will
accommodate.
Director of Building and Housing Larsen advised the Board that equivalent
amenities must be provided for the physically challenged and recommended
to the Board to leave the details to staff to work out with the Planning
Department and our legal counsel. Director of Building and Housing Larsen
requested that Assistant Director of Building and HouSint Remp and Senior
Community Development Specialist Buchan work toget er to develop the
conditions.
MSC Nash/McArthur ìArnOld) (6-0-1) to approve the appeal as f¡]ed by the
appellant and for staf to look further into covered vs. uncovered parking
spaces. (Vice-Chair Arnold wished tó abstain from voting on the appea1.)
4. DIRECfOR'S COMMENTSIREPORT:
A. Report on the 69th Annual Education and Code Develo~ment Conference of
the International Conference of Building Officials at Spo ane, Washington
Director of Building and Housing Larsen gave the Board a brief summary of ,
the activities at the Conference and informed the Board that he will provide
code change information at next month's meeting along with a video tape
showing the code change session on the discussion of fire door testing.
Chairman Leonard thanked the City Council and staff for the opportunity to
attend the Conference and congratulated Director of Building and Housing
Larsen for his appointment to the Board of Directors of the International
Conference of Building Officials.

B. Adoption of 1991 Model Codes - Director of Building and Housing Larsen
informed the Board that the City will coordinate the ad~tion of these codes
with other jurisdictions in July 1992. There will be one ay update seminars
offered to educate individuals on the changes.
5. COMMUNICATIONS !PUBLIC REMARKS/WRITTEN CORRESPONDENCE):
A. Board Member McArthur stated that Vice-Chair Arnold, Board Member
Gingerich and himself attended the Boards/Commissions/Committees
Workshop scheduled on September 16, 1991.
6. Chairman Leonard adjourned the meeting at 5:59 p.m. to the next regular meeting
scheduled for October 14, 1991.
