MINUTES OF A REGULAR MEETING
BOARD OF APPEALS AND ADVISORS Date

CALL MEETING TO ORDER: Chairman Leonard called the meeting to order at 5:15 p.m.
ROLL CALL: Members present constituted a quorum
1. DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM:
MSUC Leonard/Arnold (6-0) to excuse the absence of Board Member Contreras due
to a conflict of schedule.
2. APPROV?\L OF MINUTES: MSUC Arnold/Gingerich (6-0) to approve the minutes of
December 16, 1991.
3, NEW BUSINESS:
Director of Building and Housing Larsen thanked the Board for granting the
bostponement of the meeting regularly scheduled for March 9, 1992. Director of
uilding and Housing Larsen further stated that Assistant Director of Building and
Housing Remb and Chief Plans Examiner Saucedo were present to answer any
questions the oard may have regarding the adoption of the Uniform Codes. The
process of ap~oval and adoption thrOufo: the City Council was briefly explained to
the Board. e Board was further in ormed that these items win tentatively be
scheduled for the Council Meeting for the last week of April.

A. Adoption of 1991 Edition Uniform Building Code
Director of Buildinß and Housing Larsen briefly presented the draft Uniform
Building Code rdinance to the Board and highlighted staffs
recommendation.
A video regarding pressure impregnated cedar shakes and shingles was
presented to the Board.
Discussion regarding staffs reco=endation to prohibit the installation of
non-fire retardant treated wood shakes and shingles within the City and
requirinf all treated wood shake or shingle roofs to possess a minimum fire
ratmg 0 class "C' followed.
Mr. Tom Reed, General Contractor, stated that he disagreed with the
information presented in the video and that wood shakes/shingles exposed to
natural weather (even treated) is a fire hazard. Mr. Reed stated that he
would like to see all wood shakes prohibited.
Vice-Chair Arnold moved to request that item "e" on page 3 of the draft
Ordinance be removed. The motion did not receive a second.
Board Member Harter inquired whether the City could establish a separate
standard for new construction versus existing structures. It was also stated
that consideration needs to be given to citizens due to possible financial
burden.
Director of Build~ and Housing Larsen summarized staffs reco=ended
revisions to the U 'orm Building Code Ordinance,
B. ~doption of 1991 Edition Uniform Mechanical Code
Director of Building and Hous~ Larsen presented the draft Uniform
Mechanical Code Ordinance to hairman Leonard and members of the
Board.
C. Adoption of 1991 Edition Uniform Plumbing Code
Director of Building and Housing Larsen presented the draft Uniform
Plumbing Code Ordinance to Chairman Leonard and members of the Board.
D. Adoption of 1991 Edition Uniform Housing Code
Director of Building and Housing Larsen presented the draft Uniform
Housing Code Ordinance to Chairman Leonard and members of the Board.
MSUC Arnold/Gingerich (6-0) to approve the ad~tion of the above mentioned draft
Ordinances for the Uniform Building Code, niform Plumbing Code, Uniform
Mechanical Code and Uniform Housing Code, as reco=ended by staff.

4, DIRECfOR'S COMMENTSIREPORT:
A. Director of Building and Housing Larsen informed the Board that staff will
present an update report regarding the Department's Community
Appearance Program at the Apri113, 1992 meeting.
5. COMMUNICATIONS (PUBLIC REMARKSIWRITTEN CORRESPONDENCE): None
6. Chairman Leonard adjourned the meeting at 6:38 p.m. to the next regular meeting
scheduled for April 13, 1992.
