DECLARATION OF EXCUSEDIUNEXCUSED ABSENTEEISM: N/A 2. APPROVAL OF MINUTES: MSUC Gingerich/McArthur (6-0) (Contreras - did not vote) to approve the minutes of March 23,1992. 3. NEW BUSINESS: A. Northeast Corner of Fifth Avenue and "C" Street - Request for "Exception" to the Requirement to Floodproof Buildings within "Area of Flood Hazard" Director of Building and Housing Larsen introduced Mr. William Dick representing Project Design Consultants and Mr. Ergun Etiz representing R. E. Hazard Contracting Company. Mr. Dick and Mr. Etiz were present to answer inquiries from the Board as necessary during the discussIOn of the appeal. Director of Buildin~ and Housing Larsen explained to the Board that the Chula Vista Municipal Code, Section 18,54.100 authorizes the Board of Appeals and Advisors to grant exceptions to the provisions of the Floodplain Ordinance. Director of Building and Housing Larsen then proceeded to explain the af,plicants' request. Also mentioned were the eight prerequisites to granting 0 the exception by the Board (see Staff Report). Item 112, Page 2 of 3 Board of Appeals & Advisors -2- April 13, 1992 Director of Building and Housing Larsen informed the Board that all projects within this area must also follow this appeal procedure until a new Flood Insurance Rate Map is created and distributed by the Federal Emergency Management Agency upon completion of the flood channel. Mr. Dick submitted, to the Board, a copy of an acknowledgement letter from the US Army Corps of Engineers stating that the channel outlet will be sufficiently completed to allow passage of design discharge on or before July 20, 1992, not withstanding unforeseen circumstances. Further discussion continued with the Board members seeking clarification and the applicants providing additional information. MSUC Nash/Harter (7-0) to grant the request of the applicants subject to the Staff Report. Board Member Arnold requested that letters be sent to all property owners subject to the change of the flood zone upon completion of the channel. Director of Building and Housing Larsen stated that it is commonplace in the design community to forward letters to all those individuals affected by a change in the flood zone. * Prior to Item #3B, Director of Building and Housing Larsen introduced Deputy City Manager, George Krempl (overseeing the Building & Housing, Planning, En~neering, Community, and Parks & Recreation Departments) to the Board embers. B. Community AÓ~earance Program Overview - Richard Foster, Senior Code Enforcement ficer Senior Code Enforcement Officer Foster distributed a summary sheet listing the nine completed neighborhoods. Code Enforcement is currently working on the tenth area targeted for clean-up (Otay-Broderick Acres: Palm Avenue). The key to the success of this program is attributed to the citizens who volunteer and assist with the program. Senior Code Enforcement Officer Foster introduced Mr. Bob Ferris. Mr. Ferris is the Chairman to the Citizens Advisory Committee which works in conjunction with the Crime Prevention Committee to organize the neighborhood clean-up campaigns. Mr. Ferris explained his role as well as the role of the other committees. Mr. Ferris requested the Board members to contact him at 421-9153 if any of them or any of their friends would be interested in volunteering on the committees. The presentation was followed by a video depicting the clean-up efforts at the Gulick Tract neighborhood. Chairman Leonard thanked Senior Code Enforcement Office Foster and Bob Ferris for their enlightening presentation. Item 112 Page 3 of 3 Board of Appeals & Advisors -3- April 13, 1992 4. DIRECfOR'S COMMENTSIREPORT: A. Director of Building and Housing Larsen expressed his appreciation on behalf of the Department for Vice-Chair Arnold's acceptance of the Proclamation declaring the week of Alril13-17, 1992 as National Building Safety Week at the Council Meeting of pril 7, 1992. B. The adoption of the Uniform Codes will go forth to Council for the first reading on April 21, 1992. 5. COMMUNICATIONS !PUBLIC REMARKS/WRITIEN CORRESPONDENCE): N/A 6.
