MEETING TO ORDER' Chairman Gingerich called the meeting to order at 5:17 p,m, ROLL CALI.- Members present constituted a quorum, I. DECLARATION OF EXCUSEDIlTNEXClJSED ABSENTEEISM: N/A 2. APPROVAL OF MINlrTF-C;' MSUC Nashffriplette (Coleman) (6-0) to approve the minutes of November 9, 1992. Amendment to Page 3, Item No, 4A - Director of Building and Housing Larsen pointed out to the Board that changes have been made since the discussion of November 9, 1992 regarding the proposed cut lists of I percent, 2 percent and 5 percent. The Department has been instructed to prepare cut lists of 2 percent, 5 percent and 10 percent for the Board's FY 1993-94 Budget. 3. NEW BUSINESS' None Board of Appeals & Advisors -2- March 8, 1993 4, nIRRCTOR'S COMMENTSIREPORT: A. Fiscal Year 1993-94 Department Bud¡¡et Director of Building and Housing Larsen brieOy described the Department's Budget Transmittal. The Department is carrying over our budget from FY 1992-93 to FY 1993-94. Of the Department's 31 accounts, the 14 operating accounts which are in the Department's control only equates to 1.9 percent of the total budget. Revenue Forecast - The Department estimates the collection of permit fees to total $1,484,000 for FY 1993-94. This represents a projected 1.34 percent growth and construction of approximately 700 dwelling units, Expenditures - The Department has worked diligently on the streamlining of the permit application process as well as the inspection tracking process by implementation of the "Permits" System and the use of Scantron forms, The next step will be to carry this system to our Code Enforcement activities, Objectives - Director of Building and Housing Larsen brieOy described the service enhancement proposals as listed on the Budget Transmittal. B. FY 1993-94 Board of Appeals and Advisors Bud¡¡et The City Council and City Manager have always been real supportive of the Board's activities. However, due to budget constrainl~, stafT was instructed to prepare proposed cut lists of 2 percent ($50), 5 percent ($120) and 10 percent ($240) of the Board's Budget for FY 1993-94. Cancellation of meetings when there are no agenda items will reduce the costs by cutting down on mailings of agenda packets and notices, and the reduction of overtime compensation for the Administrative Secretary, Board of Appeals & Advisors -3- March 8, 1993 C. DevelopmenUConstruction Forecast for Fiscal Year 1993-94 Tbe following are proposed projects fot the City: 1) Greyhound Exposition Site 2) Sav-On Drug Store at the Chula Vista Center 3) 10-Plex Theater at the Chula Vista Center 4) Power Center at Rancho Del Rey (K-Mart, Home Expo and Price Club) 5) Olympic Training Center (145 housing units for the athletes) Current Plan Check Inventory consists of 131 projects with a valuation of $44 million. D. National Buildin¡¡ and Safety Week - April 12 ] 993 throu¡¡h April 17 1993 Department Media Pro ¡¡rams/Open House The Department will prepare a Proclamation for National Building Safety Week to be presented at the Council Meeting along with a video, The Department would also like to have an Open House invite citizens ofChula Vista to interact with members of the Board as well as staff, We will also announce National Building Safety Week and the Open House in the local newspapers. E. Overview of the 31 st Annual California Buildin¡¡ Officials Business Meetin¡¡ Based on the essence of time, this item will be deferred to the next meeting scheduled for April 12, 1993. F. Update on the Americans with Disabi1ities Act (ADA) Transition Plan Assistant Director of Building and Housing Remp advised the Board that the ADA requires the City to survey our facilities and comply with the requirements, City buildings/facilities have been surveyed by staff, public input has been received and staff is processing a recommendation for compliance to the City Council. The City has received positive comments from the public regarding actions that have been taken by staff in the spirit of compliance, Copies of the Complaint Investigation Forms for compliance with California Disab1ed Access Requirements were provided to the Board members, Board of Appeals & Advisors -4- March 8, 1993 Director of Building and Housing Larsen commended the efforts put forth by Assistant DirectorofBuiJding and Housing Remp not only at the City level, but Mr. Remp is also the Chairman of the CaJifornia Disabled Access Committee. Director of Building and Housing Larsen also informed the Board that at some point, the Board wi11 act as the appellate body for the complaints against Title 24. G. Permit Streamlinin¡¡ Process - Prowess t Jpdate City staff have made efforts to work continuously towards the streamlining of the permit process, Information will be brought before the Board on an update basis. H. Water Retrofit Ordinance Director of Building and Housing Larsen informed the Board that the Ordinance was met with opposition from the public and the Board of Realtors. The City has offered to take away the liability from the realtors. The problem with transportation of old water closets has also been mitigated. Laidlaw Waste Systems has agreed to remove the old water closets at request. Staff anticipates this issue wi11 be brought to Council some time this month. 1. Retirement Party for James J Mona¡¡han. Senior Buildin¡¡ Inspector The function is scheduled for Friday, 3/26 from 5:30-7:30 p,m. Flyers will be forwarded to Board members. 5. COMMUNICATIONS (J'UBLIC REMARKSIWRITIEN CORRESPONDENCE): A. Chairman Gingerich proposed that the title of the Board be changed to reflect the word "Building". A suggestion was made to change the title to "BuiJding Appeals and Advisors Board", Chairman Gingerich referred this item to staff to investigate and return with recommendation to the Board at next month's meeting. · '.'. Board of Appeals & Advisors -5- March 8, 1993 Director of Building and Housing Larsen stated that staff will explore the options, However, in order to officially change the title of the Board, staff must prepare an ordinance change and it will take at least 90 to 120 days before implementation. B, Board Member Coleman applauded Director Larsen's initiative in canceJling meetings when no agenda items are presented due to the cost savings. A suggestion was made that perhaps the Board could meet on a bi-monthly basis. Staff will study this suggestion and return with a recommendation at next month's meeting. 6.
