Mandatory Measures
2.1 OVERVIEW
The mandatory measures are minimum levels of The plan reviewer should verify that each measure
energy conservation that aU buildings must have. listed on the Form MF-IR is shown on the plans. A
These measures include, in part: column labeled "Enforcement" is provided on the
form for checking off each item. The field inspector
· R-19 insulation in frame ceilings can also use this form to check off each item that is
actually installed, such as by placing a second check
mark in the enforcement column.
· R-ll insulation in frame walls
· manufactured windows and doors certified as
... .. - meeting air leakage !Iandard!
· infiltration controls such as weatherstripping,
caulking, and scaling
· appliances certified as meeting California
Appliance Efficiency Standards.
Figure 2~ 1 illustrates most of the requirements. A
complete listing of the mandatory measures is found
on the Mandatory Measures Checklist: Form MF-1R
in Appendix A of the ECM.
It is important to remember that the mandatory
measures are only minimum levels of conservation
requirements. The pJrticular arrroi:H.:h u~eu for
compliance (packJgcs, point system, or cumrUln
program) may require a higher level of one or more
of these measures (see Problem 2-1 hduw ;.mu tht;
examples on p. 2-1 of the ECM).

each item in the checklist which is to bc installed in
the building. Notes or details in the plans should "Iso

understand what is required. For eXJmple, framing
sections should show the required insulation
