The Director of Building and Housing has caused an inspection of a structure herein
described and has determined it to be substandard and hereby orders the structure to be
demolished and the premises left clean of all debris, trash and rubbish.
1. The property to be demolished is:
2578 Main Street
Chula Vista, CA 92011
APN: 622-111-3400
2. The inspection of the premises found the following conditions which render the
structure substandard according to Chula Vista Municipal Code 15.20.010 (Uniform
Housing Code, Section 1001).
Fire damaged more than 60 percent of replacement value.
* Note: Metal building in rear must be removed as part of this Notice and Order
because of zoning use and contaminated soil caused by past nonconforming use.
3. This order requires that permits to demolish must be obtained within thirty (30) days
and the work completed and premises cleared within ninety (90) days.
Any person having any recorded title or legal interest in this buildinr may appeal this Notice
and Order to the Department of Building and Housing, Board 0 Appeals and Advisors,
providing the appeal is in writing and is received within thirty (30) days from the date of
service of this Notice and Order. Failure to appeal constitutes a waiver of all rights to an
administrative hearing and determination of the matter.

This is to acknowledðe our receipt of this date, November 16, 1990, of your request to
appeal the Notice & rder.
The Board of Appeals and Advisors will meet on December 10, 1990 at 5:00 p.m. in the
Public Services Building, Conference Room No.1.
You may be present at this hearing. You may be, but need not be, represented by Counsel.
You must file a formal appeal within ten (10) days as outlined in the attached, Chapter 5 of
the Abatement of Dangerous Buildings Code. If the formal appeal is not received by
November 26, 1990, then failure to appeal shall constitute a waiver of your right to appeal.

Gentlemen:
I Rommel Jabro am filing an Rppeal of the notice 8ttached
based on the fact that parts of the structure are in fact still
usable. My attorney Delmar Joyce is in the process of putting
together the detailed appeal, however, he has been sick recently
and is currently in court on another case.
Please accept this letter as our notice to appeal with the
detailed appeal to follow later,

Subject: Notice and Order for Property Located at 2578 Main Street
On October 22, I was advised by Ken Larsen, Director of Building & Housing,
that a notice and order to demolish a structure had been issued for property
located at 2578 Main Street (see attached notice).
Please advise appropriate staff that this notice has been given, and that
any plans for re-use of this site would be required to meet current zoning
standards; that is, the existing structure cannot be considered as an
existing non-conforming structure for purposes of zoning ordinance
determinations. As indicated on the attached notice, the demolition notice
is subject to appeal, and Ken has indicated that he will inform us of any
appeal action on this matter.

RE: 2578 Main Street
The community Development Department requests that the
recent notice to clear and demolish the dilapidated
structures at 2578 Main Street issued by the Department of
Building and Housing be enforced.
This property has been in non-conforming commercial use in a
light industrial zone designation under the Montgomery
Specific Plan adopted by the City of Chula vista in J.988.
In addition, under the recently adopted Southwest
Redevelopment Plan, Section 300, Redevelopment Plan Goals,
"spot zoning" and "piecemeal" planning practices are to be
discouraged. The plan also calls for the elimination of
blighting influences by encouraging land use conformance
with the Montgomery Specific Plan and the city of Chula
vista's General Plan.
