A comprehensive list of defmitions, The ten cases presented involved - "Right of Entry", "Tort Liability" and "Employee Rights", Conclusion - Inspector must use the utmost care in entering or demanding entry into any building, and especial1y when entry is denied by occupant or owner. In some cases, an "Inspection Warrant" may be needed, based on "Probable Cause". This was an extremely interesting session that generated many signifIcant questions from the audience. I Item 114A Page 2 of 4 CODE CHANGE SESSIONS: September 13, 14, 15 and 16, 1993 - Approximately 500 code change submittals in the monologue. Anyone may submit a code change in proper form to be considered on the floor. Anyone may speak on a code change; however, only a class "A" member may vote for APPROVAL, APPROVAL AS REVISED, APPROVAL AS AMENDED or DISAPPROVAL (A, AR, AA, D). It seemed significant to me that an unusual number of the Code Committee's recommendations on the various code changes were overturned or revised, amended or outrightly disapproved. As usual, many attempts to amend or revise code changes took place. Industry and professionals were particularly active in floor debate as were the class "A" members. A very productive code change session. It further reinforces the need for placing the UBC in several volmnes, instead of one large manual. Significant changes occurred in the areas oflife safety, such as handrails, smoke removal, accommodations for tile handicapped, also new tables on lumber species, stresses, connections, etc. 1994 will see a new edition of the UBC with the reflection of the last three years of updated code changes.
