CITY OF CHULA VISTA, CALIFORNIA

MEMBERS PRESENT: Chairman Gingerich, Vice-Chairman Harter, Board
Members Fabrick, McArthur and Triplette
MEMBERS ABSENT: Board Members Coleman and Leonard
CITY STAFF PRESENT: Assistant Director of Building and Housing Remp and
Administrative Secretary Uybungco
CALL MEETING TO ORDER: Chairman Gingerich called the meeting to order
at 5:17 p,m.
ROLL CALL: Members present constituted a quorum,
1, DECLARATION OF EXCUSED/UNEXCUSED ABSENTEEISM:
A, Declaration of Excused/Unexcused Absenteeism for the Meeting of March
14, 1994.
MSUC Harter/Fabrick (5-0) to declare the absence of Board Member
Coleman as unexcused.
MSUC Triplette/Harter (5-0) to declare the absence of Board Member
Leonard as unexcused.
B. Declaration of Unexcused Absenteeism of Board Member Triplette at the
Meeting of February 14, 1994.
MSC Fabrick/Harter (4-0-1) (Triplette - abstained) to declare the absence of
Board Member Triplette as unexcused,

2. APPROVAL OF MINUTES: MSC Harter/Fabrick (4-0-1) (Triplette - abstained) to
approve the minutes of February 14, 1994.
3. NEW BUSINESS:
A. Discussion on the Boards/Commissions/Committees Handbook - Chairman
Gingerich
This item was tabled until the showing of the "Bolt It Down" Video,
Chairman Gingerich opened the discussion by addressing the City's
Boards/Commissions/Committees Policy on Attendance. As noted on
page 12 of the B/C/C Handbook, members are required to attend at least
75 percent of all meetings, conferences and workshops, Discussion
followed as to whether the Annual B/C/C Workshop held by the City Clerk's
Office was included in the calculation of 75 percent participation.
Assistant Director Remp stated that staff interprets the language as
meetings, conferences and workshops posted by the Secretary for the
Board of Appeals and Advisors only. He further clarified that general
orientation not called by the Secretary of the Board of Appeals and
Advisors is not considered as official meetings of the Board.
Assistant Director Remp requested that in the event any Member was
aware of an absence forthcoming to please notify Yeelin Uybungco,
Administrative Secretary.
Chairman Gingerich encouraged the Board to also notify Yeelin for late
attendance,
Chairman Gingerich continued the discussion of the B/C/C Handbook by
addressing the Policy on Vacancies (page 15), There are two factors
which result in a vacancy; resignation and end of term, It is absolutely
essential for Members who are interested in a second term to respond to
the re-appointment correspondence as provided by the City Clerk.
Chairman Gingerich stated that if for whatever reason a resignation must
be submitted, Board Members should notify the Director of Building and
Housing as well as the City Clerk,

4, DIRECTOR'S COMMENTS/REPORTS:
Assistant Director Remp informed the Board that he was sitting in for Director
Larsen, due to Director Larsen's participation at the Board of Directors Conference
for the International Conference of Building Officials.
A. Video Presentation - "Bolt It Down"
The video was presented prior to Item No, 3A,
"Bolt It Down" is a video informing/instructing homeowners on the need for
seismic retrofitting (adding earthquake protection to the home), which will
make the home less susceptible to earthquake damage, The video was
produced by the L,A, Basin Chapter, I.C,B,Q, and was 25 minutes in
length. A Reference Guide is available along with the video.
Assistant Director Remp stated that the Department may be showing the
video at the front counter periodically for customers' viewing and also will
be available for viewing upon request.
B, Department Revenue Status Update - Major Projects
Copies of the Department's Activities Reports for the month of February
was distributed to the Board. Focus was placed on the "Revenues
Collected" and "Actual Revenues vs, Projected YTD" Reports.
The Department must receive $110,000 on the average per month in order
to meet the estimates for the year, The Department is currently ahead on
all revenue categories, In fact, revenues for thus far in the fiscal year has
already exceeded the total amount collected from last year by $300,000.
C, Position Status Reports - Plans Examiner and Building Inspector II
Assistant Director Remp informed the Board that the Department still has
two positions not filled with permanent full-time employees. The
Department, however, has hired a temporary part-time Plans Examiner,
Gary Angel. Gary has brought with him technological information to assist
with plan check, The Department would like to rpcognize Gary's efforts
before the Board.
The Building Inspector II position still has not been filled at this time,

The Department's current permanent Plans Examiner is spending up to 25
percent of his time assisting with inspections,
D. ADA - Update on Public Information Meetings
Staff has scheduled two public information meetings:
. Thursday, 4/14/94 at 1 :00-4:00 p,m, at the Norman Park Center,
Rooms No. 10 and 11
. Tuesday, 4/19/94 at 4:00-6:00 p,m, at the Public Services Building,
Conference Rooms No.2 and 3
Announcements have been printed in the Chula Vista Quarterly which will
be distributed to approximately 32,000 households through Laidlaw, Also
press releases have been prepared by the City's Public Information
Coordinator,
E, HCD Regulations - New Pool Enclosure Requirements
A handout summarizing the new requirements was distributed to the
Board, This same handout is available at the Department's public counter,
The new requirements call for gate enclosures to swing outward and all
doors leading to the pool area to have alarms,
Assistant Director Remp informed the Board that cases on enforcement
regarding these State mandated requirements may appear before the
Board in the future.
F. New DSA Regulations for Non-Residential Occupancies - Effective April 1 ,
1994
The Division of the State Architect (formerly known as the Office of the
State Architect _ OSA) has upgraded requirements to be at least as strict
as the Federal requirements (ADA) and the changes will take effect on April
1,1994.
The City of Chula Vista is active in the writing of the regulations, Assistant
Director Remp is the Chairman for the State Building Official's Committee
for Disabled Access. The Committee is in the process of preparing a
guidebook, comprehensive complaint handling process and a checklist for
Plans Examiners, Assistant Director Remp will be presenting a training
class for CALBO on April 7, 1994,

5. COMMUNICATIONS (PUBLIC REMARKS/WRITTEN CORRESPONDENCE):
A. Board Member Triplette stated that he had sent staff to assist with the
damage assessment for the recent earthquake at the Northridge area. A
video of the damages is available for viewing to anyone interested.
6. ADJOURNMENT: Chairman Gingerich adjourned the meeting at 6:35 p.m. to
the next regular meeting scheduled for April 11, 1994.
