LARSEN, CBO Title: DIRECTOR OF BUILDING Date: 4/6/98 AND HOUSING REPORT OF CONDmONS AND APPLICABLE CODE SECTIONS: (SEE ATTACHED REPORT) FINDINGS AND RECOMMENDATIONS OF TIIE BUILDING DEPARTMENT: (SEE ATTACHED REPORT) SUMMARY OF ACTION: Date of Action: IUMSED"" (MOJI>Ø.'IArPIIAIJI) BOARD OF APPEALS AND ADVISORS ALTERNATIVE DESIGN CONSIDERATION: REQUEST FOR ENCROACHMENT INTO REQUIRED YARD WIDTII @ 1650 INDUS1RIAL BLVD, CHULA VISTA BACKGROUND: The applicant, Raytheon, Inc. is proposing to construct a 14,148 square foot addition to an existing 103,740 square foot industrial building at 1650 Industrial Boulevard, The existing structure was constructed in 1987 and consists of tilt-up concrete walls, a plywood diaphragm roof with Class B roof-covering, The existing structure was built in accordance with provisions of the 1985 Edition, Uniform Building Code for a B-2 Occupancy, Type V-N (non-rated) construction, To address the building size, the building was constructed in compliance with the provisions of the 1985 Edition, Uniform Building Code for Unlimited Area; a B-2 Occupancy equipped with an automatic fire sprinkler system throughout, surrounded entirely and adjoined by public ways or yards not less than 60 feet in width. The applicant is proposing to construct the 14,148 square foot Bridge Crane structure on the North side of the existing building (Reference: Technical Report, Appendix C, Site Plan). As proposed, the Bridge Crane structure encroaches into the 60 foot yard area. The Bridge Crane structure is proposed as a F-1 Occupancy, Type II-N (non-rated with non- combustible construction elements) with a two-hour fire-resistive wall assembly for the North wall, The two-hour fire-resistive wall assembly for the North wall of the proposed addition is 12'0" from the adjacent property line, The applicant is currently processing in plan check a Tenant Improvement project with the Department consisting of a 20,077 square foot interior office remodel, storage and warehouse improvements, and construction of an 8,317 square foot mezzanine at a project valuation of $743,118. Staff anticipates Building Permits for Phase II to be secured during the week of April 20, 1998. Additionally,.the applicant secured Permits for Phase I consisting of an 8,500 square foot Tenant Improvement plan for an office remodel and automatic fire sprinkler system improvements at a project valuation of $226,525 on March 6, 1998. Phase I is currently under construction. 1 REPORT OF CONDmONS AND APPLICABLE CODE SECTIONS: Code Sections: 1. Existing Building: 1985 Edition, Uniform Building Code, Section 506(b) - Unlimited Area 2, Proposed Addition: 1994 Edition Uniform Building Code, Section 104.2,8 - Alternate Materials, Alternate Designs and Methods of Construction 3, 1994 Edition, Uniform Fire Code, Section 902.2.1 - Required Access; Exception 1 FINDINGS AND RECOMMENDATIONS OF TIIE BUll..DING OFFICIAL: Staff representatives from the Department of Building & Housing and the Fire Department have conducted extensive meetings with the applicant's representatives in an effort to reach consensus to mitigate hazards and minimize potential risks associated with the construction of the proposed Bridge Crane structure, The applicant's Technical Report, dated March 11, 1998, addresses issues concerning the alternative design features to reduce risks associated with the proposed use, Applicant has also identified that only non-combustible materials are scheduled for unloading, loading and fabrication be placed within the proposed Bridge Crane structure, Analysis: As proposed, the Bridge Crane structure is recommended for approval to the Board of Appeals and Advisors with amendments to conditions number one and five of the conditions cited on page 4 of the applicant's Technical Report, Condition number one - as proposed: 1. Raytheon will reduce the area of the Bridge Crane by 50 feet in length and 12 feet in width to allow limited access for Fire Department personnel and equipment. Condition number one - substitute with revised text as follows: 1. Raytheon will construct the Bridge Crane structure per the proposed site plan contained in Appendix C of the Technical Report, with setbacks from the North property line of a minimum of 12 feet and set the building back a minimum of 50 feet west of the east wall of the existing structure, Analysis: The reason for modifying applicant's proposal is to provide consistency with the site plan exhibit submitted for the Board's review. 2 Condition number two - accept as presented. Condition number three - accept as presented. Condition number four - accept as presented. Condition number five - as proposed: 5. It will be shown by engineering analysis that the minimum separation distances required for exposure protection from other buildings is in excess of that required. Condition number five - strike in its entirety: Analysis: Applicant references NFP A 80A, Recommended Practice for the Protection from Exterior Fire Exposures, 1996 Edition to support building separation engineering analysis (Appendix B), While the proposal has merit under the current status of buildings located on the adjacent property, staff does not concur that this Condition serves long term, in the event future development activity should occur on the adjacent property. Staff contact with the adjacent property owner indicated that there were no plans for future development activity on their site currently being considered, CONCLUSION: The Department of Building & Housing and the Fire Department recommends for the approval of the proposed Bridge Crane structure by the Board of Appeals and Advisors as evidenced by the applicant's proposed methodology for hazard mitigation, Sufficient evidence is contained in the Technical Report, inclusive of the applicant's proposal of upgrading the automatic fire sprinkler system, increased fire- protection for the North wall of the Bridge Crane structure with a two-hour fire-resistive wall assembly, the construction of the proposed structure as a Type II-N building and that the proposed use will process and fabricate non-combustible materials within the Bridge Crane structure. The proposed 12 foot Fire Department access adjacent to the North wall has been approved by the Fire Chief. Uniform Building Code (UBC) Section 104.2.8, alternate materials, alternate designs and methods of construction, allows the building official to approve altemate design approaches in lieu of the prescriptive requirements found within the UBC, The Uniform Fire Code (UFC) allows the fire chief similar discretion. This report presents the code issues which require altemate designs, as well as the proposed fire protection program, APPLICABLE CODES The following codes were used in preparing this report:: · Uniform Building Code (UBC) 1994 Edition · Uniform Fire Code (UFC) 1994 Edition · NFPA 231C, Standard for Rack Storage of Materials, 1996 Edition · NFPA 80A, Recommended Practice for Protection of Buildings From Exterior Fire Exposures, 1996 Edition PROJECT DESCRIPTION Raytheon is in the process of renovating the existing building at 1650 Industrial Blvd, The building will be occupied for light manufacturing and repair of radar receiving equipment with associated storage and office space (Group F, Diyisions 1 and 2, Group S, Division 1 and GrðÜ-p B), The existing building is two stories with~äpproximately 103,740 square feet in total area. The building is of Type V non-rated construction and is provided with complete automatic sprinkler protection. The building is surrounded on all sides with yards of at least 60 feet in Raytheon March 11, 1998 Chula Vista, Califomia 2 SEC Project No, 2098007-000 width, Fire department access roads are provided on the east and north sides of the building, A hammerhead type tumaround is provided at the end of the north access road. Section 505,2 of the 1994 UBC allows that a building with the above mentioned occupancies, sprinkler protection and yards may be of unlimited area. Raytheon requires the use of a bridge crane to work on large equipment Based on the configuration of the building, it has been determined that the only available location for the bridge crane that will meet Raytheon's needs is on the north side of the building, Therefore it has been proposed to construct a 262 foot long by 54 foot wide bridge crane in an enclosed structure in this area (see Appendix C, site plan and proposed building floor plan, respectively), The existing fire hydrant that is located in the proposed bridge crane area will be located to an accessible location outside the enclosure, The majority of the bridge crane area will be used for assembly and repair operations, A minor area within the enclosure will contain rack storage of mostly non-combustible items such as motors and electrical equipment on pallets and in wooden crates, This storage is considered to be a Class II commodity and will be stored to a maximum height of 12 feet. The existing building is provided with automatic sprinkler protection throughout. There are two sprinkler systems within the building, System No. 1 is a gridded system and covers the area on the north side of the building adjacent to the proposed bridge crane enclosure. System NO.2 is a combination of gridded and tree-type branch lines and covers the center and office sections of the building, An analysis was performed of the existing sprinkler systems using water supply information recently obtained from a waterflow test of the on-site hydrants, The results of the water test was a static pressure of 84 psi with a residual pressure of 70 psi while flowing 1154 gpm, The observed pressures of the water test were reduced by 10% when analyzing the exi~g sprinkler system designs. A summary of·thë-proposed occupancies, required sprinkler design criteria and existing sprinkler protection is shown on Table 1. As shown in Table 1, the level of sprinkler protection currently available in the building substantially exceeds that which is required. Section 505,2 of tile UBe allows unlimited area for buildings with Groups B, F, Division 1 or 2, M, Sand H, Division 5 occupancies witll complete automatic sprinkler protection that are surrounded by 60 foot yards. This is allowed because it is assumed tIlat the amount of combustibles and consequently, tile fire severity in such buildings will be relatively low, In addition, the protection provided by the automatic fire sprinkler system plus tile fire department access fumished by the 60 foot yards surrounding tile building reduce the potential severity to such a level that unlimited area is reasonable', The severity of fire can be assessed by the amount of radiant heat and smoke produced, By reducing the amount of radiant heat and smoke produced in a fire to occupants and fire department personnel, the intent of the allowable area requirements can be achieved. UFC Section 902.2.1 Required Access, allows tile requirements for fire department access in buildings that are protected by an approved autoniÊrtic sprinkler system to be modified by tile fire chief (UFC Section 902.2.1 Exception 1), This section is intended to allow tile chief 1 Intemational Conference of Building Officials, Handbook to the Uniform Building Code Raytheon March 11, 1998 Chula Vista, California 4 SEC Project No, 2098007-000 discretion in fully sprinklered buildings due to the outstanding performance of automatic sprinkler systems, PROPOSED FIRE PROTECTION PROGRAM To mitigate the loss of the yard and restricted fire department access, the following items are proposed: 1, Raytheon will reduce the area of the bridge crane by 50 feet in length and 12 feet in width to allow limited access for fire department personnel and equipment. 2, The construction of the bridge crane enclosure is to be upgraded to Type II non-rated construction, 3. The automatic sprinkler protection in the enclosure will be upgraded from a required density of 0.21 gpm/square foot over the most remote 2500 square feet to a density of 0,37 gpm/square foot over the most remote 2500 square feet using Extra Large Orifice (ELO) sprinkler heads, 4, The construction of the exterior wall on the north side of the bridge crane enclosure will be upgraded from the required 1-hour fire resistance rating to 2-hour fire resistance, 5, It will be shown by engineering analysis that the minimum separation distances required for exposure protection from other buildings is excess of that required, Following are the objectives of the fire protection program: 1. Reduce the fire severity of a fire occurring within the crane enclosure thereby minimizing the exposure of adjacent structures. 2, Reduce the fire size of a fire occurring within the crane enclosure thereby improving fire department personnel manual fire fighting operations. 3, Reduce the potential for a fire occurring in .an jdjacent building to expose the Raytheon _. building, Raytheon March 11, 1998 Chula Vista, Califomia 5 SEC Project No, 2098007-000 It is proposed to provide an automatic sprinkler system design of 0.37 gpm/square foot over the most remote 2,500 square feet using 165°F rated Extra Large Orifice (ELO) sprinklers in the bridge crane area, With the proposed 12 foot high storage of Class II commodities, the required density is only 0.21 gpm/square foot over the most remote 2,500 square feet The proposed design will provide for adequate protection of Class IV commodities in racks to nearly 18 feet. The increased sprinkler density will result in a reduced fire size with less radiant heat and smoke, This in tum will assist the fire department in their manual fire fighting operations, Large scale fire tests conducted by Factory Mutual Research Corporation2 on Class II commodities stored in racks to 19 feet high show that by increasing the minimum density from 0,30 gpm/square foot to 0,37 gpm/square foot (a 23% increase) there was a substantial reduction in the fire size. A summary of these large scale fire tests is incfuded in Appendix A of this report. A comparison between Test Nos, 3 and 4 shows that in the fire test with the 0.30 gpm/square foot density, a total of 55 sprinklers operated with 14 equivalent pallet loads consumed. When the density was increased to 0,37 gpm/square foot, the number of sprinklers opened was reduced to 9 (an 84% decrease) with an equivalent number of pallet loads consumed of 5 (a 64% decrease), Using an operating area of 100 square feet per sprinkler head and a fire area of 115 the area of operating sprinklers, this corresponds to a fire size of approximately 1,100 square feet for the fire protected with the 0,30 density. The size of the fire using the 0,37 density is reduced to approximately 180 square feet based on a 100 square foot operating area per sprinkler head and a fire area of 1/5 the area of the operating sprinklers. Table 8-1-1 of NFPA 231C also shows that by increasing the design density from 0,20 gpm/square foot to 0.30 gpm/square foot for 20 foot high storage, there was an average 10% decrease in fire damage and a substantial decrease in sprinkler operating area (from approximately 13,550 square feet to approximately 4,650 square feet). Therefore, by increasing the sprinkler density, more waIer is delivered to the fire and surrounding areas, resulting in be~ control of the fire and pre-wetting of surrolJncflflg areas, Pre-wetting of the surrounding areas results in a reduction in the fire size. The proposed bridge crane enclosure is exposed by two steel frame buildings to the north located approximately 60 feet away from the property line and approximately 73 feet away from the nearest point of the enclosure, The northwest building is approximately 140 feet long, 25 feet high and has approximately 477 square feet of openings on the side facing the bridge crane, The northeast building is approximately 150 feet long, 25 feet high and has approximately 414 square feet of openings on the side facing the bridge crane, The floor elevation of the exposing buildings is approximately 5 feet higher thi,ln the bridge crane floor elevation, however, the exposing buildings are still lesser in height than the 34-36 foot high bridge crane deck. NFPA 80A, Recommended Practice for Protection of Buildings From Exterior Fire Exposures, 1996 Edition, allows one to calculate the minimum horizontal separation distance required to prevent a fire from an exposing building, These distances are based on the assumptions that the exposed building is constructed of cellulosic materials (I.e, wood construction) with no fire protection systems in either the exposing or exposed buildings and an effective fire fighting response. Using Table 2.4 of NFPA 80A, the minimum horizontal distance required from an exposing building of lesser height is 25 feet. The actual distance from the proposed location of the bridge crane wall to the exposing buildings is 73 feet or nearly three times this distance. The minimum separation distance for exposing buildings of equal or greater height was also . calculated using Table 2,3 of the NFPA 80A (see Appendix B of this report). For the northwest bt,¡LWing the minimum separation distance was. cafx;ulated to be approximately 48 feet. The actual separation distance is over 1.5 times this amount. For the northeast building, the minimum separation distance was calculated to be approximately 41 feet. The actual separation distance is nearly 1,8 times this amount. Raytheon March 11, 1998 Chula Vista, California 7 SEC Project No, 2098007-000 It should be noted that these distances are the minimum separation distances needed for an exposed building having wooden construction and no sprinkler protection, Since the proposed bridge crane enclosure will have 2-hour ñre resistive construction and upgraded automatic sprinkler protection, the actual separation distances needed for exposure protection would be substantially less. CONCLUSION In conclusion, the existing sprinkler protection within the building exceeds the required protection for the proposed occupancy, In addition, the proposed upgrades in construction and fire protection to the bridge crane enclosure meets or exceeds the intent of the UBC and UFC and will provide a safe environment for the occupants and ñre department personnel.
