LARSEN, CBO BUILDING & HOUSING 10/15/97 REPORT OF CONDmONS AND APPLICABLE CODE SECTIONS: (SEE ATTACHED STAFF REPORT) FINDINGS AND RECOMMENDATIONS OF TIlE BUILDING DEPARlMENT: (SEE ATTACHED STAFF REPORT) SUMMARY OF ACTION: Date of Action: REVISED 3195 (B-POJlWS:WPEt\LS) BOARD OF APPEALS AND ADVISORS STUDOR MAXI-VENT SYSTEM: REQUEST FOR APPLICATION AND APPROVAL BACKGROUND: Studor Maxi-vent and Mini-vent are Air Admittance Valves (AA V) that permit entry of air into the vent system to maintain a sanitary waste and vent system by protection of the fixture trap seal. Installation of Air Admittance Valves is required to be approved under the provisions of the 1994 Uniform Plumbing Code, Seètion 301.2, Alternate Materials and Methods. The specific purpose of the Air Admittance Valve is to eliminate the need for individual fixture vent piping to be extended through the roof, eliminating the need for drilling horizontal plates and vertical structural members. The Studor AA V is available for application on vent pipe sizes 1.25" through 4" pipe. REPORT OF CONDITIONS AND APPLICABLE CODE SECTIONS: Code Sections: 1994 Uniform Plumbing Code, Section 301.2, Alternative Materials and Methods 1994 Uniform Plumbing Code, Section 901.1, Vents Required 1994 Uniform Plumbing Code, Section 906,1, Vent Termination Studor, Inc. is requesting approval to utilize AA V Maxi-vent and Mini-vent in lieu of extending vent pipes through the roofline pursuant to provisions contained in Section 906,1. FINDINGS AND RECOMMENDATIONS OF THE BUILDING OFFICIAL: The Department has conducted extensive research into the applicant's product and is recommending that the Board of Appeals and Advisors approve the applicant's request with the following conditions: 1. That the installation of Studor, Inc. AA V's on a residential, commercial or industrial projects shall comply with Listing and Test Reports on file with the Department of Building and Housing and shall maintain compliance with ANSIIASSE 1051 Standards. 2. That the installation of Studor, Inc. AA V's in a sanitary drain waste and vent system shall be accompanied by a minimum of one (1), two-inch (2") vent extending through the roofline, 3, That the installation of Studor, Inc. AA V's shall not lessen prescriptive code compliance measures for sanitary drain, waste and vent systems which are installed in full compliance with provisions of the 1994 Edition, Uniform Plumbing Code. The Administrative Authority may approve any such alternate provided that the Administrative Authority finds that the proposed design is satisfactory and complies with the intent of this Code and the material offered is for the purpose intended, at least the ì equivalent of that prescribed in this Code, in quality, strength, effectiveness, durability, and safety or that the methods of installation proposed conform to other acceptable nationally recognized plumbing standards. I 301.2.3 Requirements. The Administrative Authority shall require that sufficient evidence or proof be submitted to substantiate any claims .') that may be made regarding the sufficiency of any proposed material or type of construction, I 301,2.4 Testing, When there is insufficient evidence to substantiate claims for alternates. the Administrative Authority may require tests, as proof of compliance, to be made by an approved testing agency at the ) expense of the applicant. I 301.2,5 Tests shall be made in accordance with approved standards. but in the absence of such standards, the Administrative Authority shall specify the test procedure, I 301,2,6 The Administrative Authority may require tests to be made or } repeated if, at any time, there is reason to believe that any material or device no longer conforms to the requirements on which its approval was based. 302.0 Iron Pipe Size (I.P,S,) Pipe ) Iron, steel, brass, and copper pipe shall be standard weight iron pipe size (l.P.5,) pipe, 303.0 Disposal of Liquid Waste It shall be unlawful for any person to cause. suffer, or permit the disposal of --- sewage, human excrement, or other liquid wastes, in any place or manner, ) except through and by means of an approved plumbing and drainage system. installed and maintained in accordance with the provisions of this Code. 304,0 Connections to Plumbing System Required All plumbing fixtures. drains, appurtenances and appliances, used to receive or discharge liquid wastes or sewage, shall be connected properly to 30 901,0 - 903,2 CHAPTER 9 VENTS 901.0 Vents Required Each plumbing fixture trap, except as otherwise provided in this Code. shall be protected against siphonage and back-pressure, and air circulation shall oJ be assured throughout all parts of the drainage system by means of vent pipes installed in accordance with the requirements of this chapter and as otherwise required by this Code, 902,0 Vents Not Required 902.1 Where permitted by the Administrative Authority, vent piping may .~ be omitted on an interceptor when such interceptor acts as a primary settling tank and discharges through a horizontal indirect waste pipe into a secondary interceptor. The second interceptor shall be properly trapped and vented. \ 902,2 Traps serving sinks which are part of the equipment of bars, soda , fountains, and counters, need not be vented when the location and construction of such bars, soda fountains, and counters is such as to make it impossible to do so, When such conditions exist, said sinks shall discharge by means of approved indirect waste pipes into a floor sink or other approved type receptor. ) 903.0 Materials 903,1 Vent pipe shall be cast iron, galvanized steel, galvanized wrought iron, lead, copper, brass, Schedule 40 ABS DWV. Schedule 40 PVC DWV or other approved materials having a smooth and uniform bore except that: ) 903.1.1 No galvanized wrought iron or galvanized steel pipe shall be used underground and shall be kept at least six (6) inches (152.4 mm) above ground, 903.1,2 ABS and PVC DWV piping installations shall be limited to structures not exceeding three floors above grade. For the purpose of this subsection, the first floor of a building shall be that floor that has I fifty (50) percent or more of the exterior wall surface area level with or above finished grade. One additional level that is the first level and not designed for human habitation and used only for vehicle parking, storage, or similar use shall be permitted. 903.2 Use of Copper Tubing 903,2,1 Copper tube for underground drainage and vent piping shall have a weight of not less than that of copper drainage tube type DWV, 107 VENTS 905,3 - 906,7 least six (6) inches (152.4 mm) in height above the flood level rim of the plumbing fixture it serves before being connected to any other vent. Vents less than six (6) inches (152,4 mm) above the flood level rim of the fixture shall be installed with approved drainage fittings, material and grade to the drain. 905,4 All vent pipes shall extend undiminished in size above the roof, or shall be reconnected with a soil or waste vent of proper size. 905,5 The vent pipe opening from a soil or waste pipe, except for water closets and similar fixtures, shall not be below the weir of the trap. 905,6 Two (2) fixtures may be served by a common vertical pipe when each ) such fixture wastes separately into an approved double fitting having inlet openings at the same level. 906.0 Vent Termination 906,1 Each vent pipe or stack shall extend through its flashing and shall terminate vertically not less than six (6) inches (152,4 mm) above the roof ~ nor less than one (1) foot (0.3 m) from any vertical surface, 906.2 Each vent shall terminate not less than ten (10) feet (3,0 m) from, or at least three (3) feet (0.9 m) above any openable window. door, opening. air intake. or vent shaft. nor less than three (3) feet (0,9 m) in every direction from any lot line; alley and street excepted. 906.3 Vent pipes shall be extended separately or combined, of full required size, not less than six (6) inches (152.4 mm) above the roof or fire wall. Flagpoling of vents is prohibited except where the roof is used for purposes other than weather protection, All vents within ten (10) feet (3,0 m) of any ~ part of the roof that is used for such other purposes shall extend not less ì than seven (7) feet (2,1 m) above such roof and shall be securely stayed. 906,4 Vent pipes for outdoor installations shall extend at least ten (10) feet (3,0 m) above the surrounding ground and shall be securely supported. 906.5 Joints at the roof around vent pipes shall be made watertight by the use of approved flashings or flashing material. , \ 906.6 Lead, See Table 14-1. Sheet lead shall be not less than the following: , For safe pans - not less than four (4) pounds per square foot (19.5 kg/m2) or 1/16 inch (1.6 mm) thick. For flashings or vent terminals - not less than three (3) pounds per square foot (14.7 kg/m2) or 1.2 mm thick. Lead bends and lead traps shall not be less than one-eighth (1/8) inch (3.2 mm) wall thickness, 906.7 Frost or Snow Closure. Where frost or snow closure is likely to occur in locations having minimum design temperature below OaF (-17.8°C), vent terminals shall be a minimum of two (2) inches (50.8 mm) in diameter but in no event smaller than the required vent pipe. This information was used to develop the consensus standards. It sbould be noted that air admittance valves are specifically permitted for use as a vent tenninal in the CABO One and Two Family Dwelling Code, IPC International Plumbing Code. BOCA National Plumbing Code, and SBCCI Standard Plwnbing Code. This is in addition 10 the numerous state and local jwisdictions that have approved the use of Studor air admittance valves. As I told you STIJDOR has several State, county, and city approvals throughout the United States. Stndor Air Admittance Valves are recognized by these plumbing codes, lCBO, IPC, BOCA, SBCCI, CABO 1 & 2, The Studor Mini-Vents and Maxi-Vents have performed and passed test from the likes of NES, US Testing Labs, and are regulated and listed by ANSI ASSE 1050 &1051. Studor has installed approx, two million valves in the United States over the last nine-years, Stndor Air admittance Valves have a respectable history with Builders, Homeowners, and Plumbing Contractors, Stndor is selling consistently thousands of valves every month, throughout the United States, Stndor has many repeat customers and several new customers every month. If you are interested in talking to some of the approved jurisdictions, there is a list of approved States in the Studor White Binder Catalog, As far as the Westcoast approved jurisdictions, Stndor Air Admittance Valve usage and approvals are limited. Studor concentrated on the Southeast and Midwest. I started the Westcoast Studor approval process full time earlier this year, Studor's local Manufacturer Representatives handled the approval process before me, Their effort was greatly appreciated but there was no consistency or follow up, I have verbal approvals and written approvals in many jurisdictions west of the Rockies, I would like you to contact these people should you or your staff need to. The reason Stndor receives only verbal approvals. instead of approvals in writing, is, some cities, and counties, tell me, it is not necessary for that particular jurisdiction to put approvals in writing, The other jurisdictions have said yes for approval, but have not found the time to write the approval. There are many jurisdictions that are allowing the use of Stndor Air Admittance Valves, based on informative advertising in trade publications from Stndor.
