2. IS.01-49 - Public Storage, Inc., Chula Vista, 2317 Main Street
Mr. Philip Hinshaw (A.D. Hinshaw Associates, P.O. Box 13200, EI Cajon, CA 92022)
handed out a site plan, as it was not included in the packets. This site is on the south
side of Main Street adjacent to Industrial Boulevard and the trolley tracks. The site is
flat with no native vegetation and no listed plant or animal species. No cultural or
paleontological resources are known to be present. The site is fully developed with
three one-story public storage buildings containing a total of 60,470 square feet. The
proposal is to demolish 47,091 square feet of the existing buildings and construct an
113,320 square foot three-story building. There will be traditional self-storage units
and container storage. A very minimal amount of fill is required. The project is in
compliance with the General Plan and zoning. There were no public comments
received. In reviewing the project, staff identified two possible significant
environmental impacts. a) The site is within the 100-year flood plain. The 100-year
base flood elevation at this location is 29 feet above sea level. The finished floor
elevation shown on the site plan is not 1-foot above the 100-year flood level required
by City standards. Mitigation measures shall include the finished floor elevation to be
1-foot above the 100-year flood elevation of 29 feet; catch basin filters shall be
installed to prevent trash and silt from entering the storm drain system, and; catch
basin filters shall be maintained and inspected as scheduled by the Engineering
Department. b) Demolition of the existing building could result in the release of
airborne asbestos fibers. Mitigation measures shall include the applicant contracting
with an environmental consultant certified by the Sate to conduct testing for the
presence of asbestos in buildings to be demolished, and the applicant shall be
responsible for obtaining all required permits prior to issuance of a demolition permit.
Commissioner Thomas inquired about lead being included on the environmental
checklist. She would be happy to provide staff with information. Ms. Edalia Olivo-
Gomez (Environmental Projects Manager) indicated that including lead is under
review.
Commissioner Thomas asked, how often is "periodic" monitoring of storm drains
done? Mr. Hinshaw stated that the Engineering Department had not yet finished the
schedule. Inspectors will be hired to make sure property owners are doing what they
have to do.
Mr. C.J. Amstrup (Pacific Planning Group, 23412 Moulton Parkway, Suite 240,
Laguna Hills, CA 92653) stated that the applicant is in agreement with the mitigation
measures proposed by the City.
MSC (Reid/Burrascano) to recommend certification of the Mitigated

1. IS·01-039 - Country Club Villas, 25 Naples Avenue
Ms. Maria Muett (Associate Planner) presented a plot plan that had just been
revised as required by the Design Review Committee. The project site is located on
the north side of Naples Street west of Hilltop Drive. The site is currently occupied by
a vacant, fire-damaged commercial center. It is adjacent to an active shopping
center to the east, a golf course and single-family residential to the west, and single-
family residential to the north and south. The proposed project includes a rezone
from Neighborhood Commercial to Apartment Residential, a General Plan
Amendment from Retail Commercial to Residential Medium-High, a Tentative
Subdivision Map and Design Review for the condominium development of 23 lots -
22 residential and one common area. The project will include common areas, a sand
tot-lot, private drive, 6-foot high wooden fences separating the individual units, a
two-car garage for each unit and 14 guest parking spaces with a total of 58 parking
spaces. The internal circulation design and driveway access has been designed to
meet the requirements of the Fire Department with a 24-foot width. The proposed
project includes a 6-foot high decorative masonry-zoning wall, serving as an
acoustical wall, between the commercial parcel along the east property line
continuing along the front of the project. Development of the site will require some
limited grading. During the demolition, staff does have it mitigated to deal with
asbestos. The applicant will be demolishing the complete fire-damaged commercial
center. This may result in the release of some hazardous materials. In order to
mitigate those to a level below significant, the structures will be examined for the
presence of asbestos prior to demolition. The applicant will be required to contract
with a certified consultant by the State. The other mitigation is noise. A noise study
was done per request of staff. There are mitigations dealing with noise - design
layout, building materials, external walls, window treatments and exterior hardwood
doors. Noise will have to be mitigated for the units facing Naples Street and the
second row of units.
Commissioner Reid inquired about the public comment letter received regarding
traffic. Ms. Muett indicated that the comment letter was from a property owner on
Vista Way concerned about access from the project site and would there be a need
for a 4-way stop. Traffic Engineering reviewed that. The access is offset from Vista
Way, so there is not a requirement for a 4-way stop.
Commissioner Thomas was concerned about traffic and pedestrian safety at the
intersection of Hilltop Drive and Naples Street during construction of the project. She
requested that Traffic Engineering look at this safety issue.
Commissioner Burrascano was confused about sound issues. At what point in time
are levels so high that windows have to be shut? Ms. Muett indicated that it is
between the 10:00 p.m. to 8:00 a.m. period of time when the noise ordinance takes
place.

Chair Bull felt there were some serious problems with the noise. There are two noise
sources: Naples Street and the commercial center to the east. There should be a
condition in the report that air conditioning shall be provided in the units. It should be
specified on the plan that it is a 6-foot high sound wall all the way around the front of
the project on Naples Street. If there is not a 15-foot setback to put a sound wall
along Naples Street, that is a significant and not mitigated impact. The mitigations
need to be cleaned up.
Ms. Muett indicated that the catch basin would be moved from its present location to
a location not yet determined by Engineering.
MSc (Burrascano/Reid) to recommend acceptance of the Mitigated
Negative Declaration if it is modified to include the 6-foot high sound wall
along Naples Street. Vote: (6-0-0-0)
ENVIRONMENTAL REVIEW COORDINATOR COMMENTS: Ms. Olivo-Gomez
distributed a Press Release to the RCC regarding the Preservationist of the Year and
the Environmentalist of the Year.
CHAIR COMMENTS: None.
COMMISSIONER COMMENTS
Commissioner Thomas and Chair Bull asked to be excused from the August 13, 2001
RCC meeting.
3. Mills Act Workshop Designee
Commissioner Burrascano stated that she had received a request from Laura
Mulgren wanting to know about any Mills Act Workshop items so that they can be
included in the Star-News.
Commissioner Bensoussan stated that the Mills Act Workshop is not on the 13th of
August. They are now looking at the 20th of September. Also, the RCC talked about
inviting Marie Nelson from the State Office of Historic Preservation. Did the RCC
vote on that? Chair Bull believed that Ms. Marilyn Ponseggi (Environmental Review
Coordinator) was to come back with some information about that invitation.
Ms. Linda Bond (Recording Secretary) indicated that all this information was on
page 4 of the July 2, 2001 RCC minutes.
Commissioner Bensoussan remembered that Ms. Ponseggi was going to come back
with some proposed dates, and Commissioner Bensoussan was going to check with

the State Office as well. Does Ms. Ponseggi have any proposed dates? Ms. Olivo-
Gomez did not have any proposed dates from Ms. Ponseggi.
Chair Bull suggested that an item be placed on the August 13, 2001 agenda to
address the dates and the invitations to the person giving the presentation and to the
City Council and Planning Commission. The Commissioners agreed.
MSC (Thomas/Burrascano) that Commissioner Bensoussan represent the
RCC at the Mills Act Workshop on September 20, 2001. Vote: (6-0-0-0)
Commissioner Bensoussan asked when the Mills Act Contract would be coming
back to the RCC. Ms. Muett stated that the Contract would be coming back at the
next meeting.
Commissioner Bensoussan stated that people have been calling her about the Mills
Act because they are very confused. The impression they are being given at the
Planning Department counter is that staff does not know anything about it or how to
advise them. The counter people need to be educated about the Mills Act
application. Ms. Muett indicated that there is an organized file at the Planning
counter, but applications are being turned in to the Environmental Section located in
the Mercy Building.
Commissioner Thomas re-introduced the idea of including a flowchart with the Mills
Act application so people will know what to do and the process.
ADJOURNMENT: Chair Bull adjourned the meeting at 7:49 p.m. to a regular meeting
on Monday, August 13, 2001, at 6:30 p.m. in the Mercy Building Conference Room, 430
'F' Street, Chula Vista, CA.
