Vote: (5-0) MEMBERS PRESENT: Chair Charles Bull, Vice-Chair Doug Reid, Commissioners Teresa Thomas, Cindy Burrascano and Juan Diaz STAFF PRESENT: Marisa Lundstedt, Environmental Projects Manager Michael Meacham, Special Operations Manager Linda Bond, Recording Secretary OTHERS PRESENT: John Chávez, Resident APPROVAL OF MINUTES: October 1, December 3,2001 and January 14, 2002 The appropriate Commissioners were not present to approve the minutes of October 1 2001. MSC (Reid/Thomas) to approve the December 3, 2001 minutes as submitted. Vote: (4-0-1-1) with Burrascano abstaining and Bensoussan absent MSC (Reid/Burrascano) to approve the January 14, 2002 minutes with the following correction on page 3, paragraph 5, line 2: change "permit" to "designation". Vote: (4-0-1-1) with Diaz abstaining and Bensoussan absent. ORAL COMMUNICATIONS: None. NEW BUSINESS 1. Solid Waste Program Presentation Mr. Michael Meacham (Special Operations Manager) declared that what he loves most is trash. He wanted to update the RCC on what is happening and what has been approved. Back in 1990, there was a Source Reduction Recycling Element that RCC Minutes - 2 - February 4. 2002 laid out a program that would be put in place over the next 15 to 20 years. The last thing that was approved back in the 1989-90 period was a thing called "Unit Pricing" or "Volume Rates". Mr. Meacham gave a brief description of the various programs offered by the City. · Trash and Recvclina Proaram "Volume Rates" - Residents are going to get a choice of three sizes of wheeled trash containers. The trash rate paid will be based on the size trash container chosen: 32-gallon = $11.00, 64-gallon = $14.25 or 96-gallon = $16.75. Any senior citizen (age 62+) who signed up for the program before December 31, 2001 pays $7.87 a month. All the other charges will go away (i.e., bulky pickup, yard waste, recycling, etc.). The trash container and recycling container (64-gallon or 96-gallon) will be provided at no charge. The difference is: you have to put everything in the containers; you cannot put items next to them at the curb. This program will be an automated program with a robotic arm on the truck. This new program will come in March and April when new containers are delivered. Each container is coded with a number. Write that number down in case it breaks or something goes wrong with it because it will be replaced free of charge. About 30% of the City's routes were changed because of this new program. Right now you are being asked to separate your recyclables. In this new program, you will not do any separation at all. Everything will go into the same container. Not trash, just recyclables. · Yard Waste Proaram - Save your old trash containers for yard waste because you are allowed up to five containers of yard waste every week. The yard waste stickers are still free. · Bulky-item Pickup - Bulky pickup service is still available and at no charge. Just call two days in advance of your regular pickup day. If you don't call, there will be up to a $10 service fee. · Landfill Passes - If you need to go to the landfill once or twice a year, you can get a pass from Pacific Waste Services by going to their office at 881 Energy Way Monday-Friday between 7:00 a.m. and 5:30 p.m. and Saturday from 9:00 a.m. to noon. The free tipping days at the landfill are the first and third Saturday of each month. No tires. Take them to the place you bought them. · Yard Waste Passes - This is probably the most common one used. In addition to the two annual landfill passes, you can get two yard waste passes. It is at a different location, which is printed on the pass. The landfill and yard waste passes are only good for one truckload. · Household Hazardous Waste - You can dispose of 15 gallons or 125 pounds maximum of household hazardous waste at the new Corporate Yard (1800 Maxwell Road) every Saturday from 9:00 a.m. to 1 :00 p.m. They ask that you ___________m RCC Minutes - 3 - February 4.2002 take a copy of a utility bill or trash bill and your California drivers' license with you so that they can verify your residency. There is a charge of $5. The door-to-door program will be re-instituted, but right now the City is changing companies. . Yellow Baa Proaram - If you have more trash than you can fit in your containers like on Thanksgiving and Christmas, you can buy a box of 10 yellow bags for $15. Mr. Meacham talked about the energy efficient features being built into the new Corporate Yard and those planned for the new Police facility such cool roofs and photo voltaics. He stated that staff is doing a much better job with apartments and condos to make sure there is enough space for recycling and yard waste containers. Staff is recommending some things for operators to put in their CC&Rs and rental agreements. Commissioner Thomas asked for a copy of the solid waste and recycling ordinances. Mr. Meacham stated that she could find that information on the City's website. It is Section 8.24 and 8.25 of the Chula Vista Municipal Code. But he thought what might be more beneficial for her would be the cheat sheet that staff is giving to the developers so that they know. He would give that to Marisa Lundstedt to pass on to her. Commissioner Thomas stated that she has been adding a codicil to some projects that have come before RCC recently, and she wanted to know if it was necessary or not. It would be under the mitigation of local plans to make sure that the business has a Solid Waste Management Plan in place. Mr. Meacham told her that would be okay to add. ENVIRONMENTAL REVIEW COORDINATOR COMMENTS: None. COMMISSIONER COMMENTS: Commissioner Thomas announced that Southwestern Collage was having a fundraiser called the "Garden of Giving" where you adopt a tree on campus and have a plague in honor of someone for a cost of $1,000. The money is going into an endowment for a scholarship program. She stated that several endangered trees had been taken down on campus. What could the RCC do about endangered species that are on institutional grounds that are taken down without any consultation? Vice-Chair Reid suggested that it be put on an agenda for formal action. Commissioner Thomas requested that it be put on the next RCC agenda or the meeting after. Chair Bull suggested it be put on the March 4, 2002 agenda. RCC Minutes -4- February 4, 2002 CHAIR COMMENTS Chair Bull reported that he met with Commissioner Bensoussan and City staff regarding the historic issue that the RCC had with 58 San Miguel Drive. An Informational Item will be placed on the February 18, 2002 RCC agenda to talk about the results of that meeting. He stated that Bob Leiter (Planning & Building Director) suggested the RCC establish an advisory committee to review the City's procedures and policies on historic resources and come up with a more comprehensive approach to how we value and designate. The advisory committee would involve participants from the RCC, other interested parties and City staff. Ms. Linda Bond (RCC Recording Secretary) pointed out to the Commissioners that February 18th was Presidents Day, but City offices would be open. Chair Bull asked if there was going to be a quorum. Commissioner Thomas would rather not have a meeting. Vice-Chair Reid indicated that he might be in Northern California. Commissioner Diaz stated that he might be out. MSC (Burrascano/Thomas) to adjourn the meeting. Vote: (5-0-0-1) with Bensoussan absent. ADJOURNMENT: The meeting was adjourned at 7:28 p.m. to a regular meeting on Monday, February 18, 2002, at 6:30 p.m. in the Mercy Building Conference Room, 430 'F' Street, Chula Vista, CA.
