Meeting called to order at 6:40 p.m.
1. NEW BUSINESS
Review of Negative Declaration IS-00-06, Third and Naples Center
Ms. Ponseggi explained that the project is a commercial shopping center. This is the
redevelopment of an existing shopping center, next to the K-Mart. Staff considers it to be
a good re-use of the property. The City has prepared a Mitigated Negative Declaration
for the project. The only potential impact identified was noise. A noise impact analysis
was prepared. It concluded that the potential impact would be primarily related to the
loading dock adjacent to residences. Mitigation measures were included in the Mitigated
Negative Declaration to address the potential impacts. Staff will recommend to the DRC
that those mitigation measures be included as conditions of approval for the project.. A
traffic analysis done to determine if the project would result in impacts to traffic. It was
determined that the capacity of adjacent streets is sufficient and no impact to traffic
circulation would result from the project.
Commissioner Burrascano asked about the allowable noise levels during certain times
(nighttime).
Ms. Ponseggi replied that there could be potential noise impacts during construction and
that those hours can not begin until 7:00 a.m. which is typical/standard hours of operation
based on the City code.

Members comments that it was refreshing to see the entire Initial Study with the
Mitigated Negative Declaration for the agenda item. It was pointed out that the
commission would receive these studies from now on. Requests were made that in the
future copies be run two-sided.
Commissioner Diaz asked who would monitor the traffic and if it reached the Level of
Service "F" what would happen.
Ms. Ponseggi replied that it is monitored under GMOC. The traffic analysis determined
that the traffic from this project was not enough to affect those Levels of Service. The
concern identified in the traffic analysis was to future Levels of Service from future
development and we can't mitigate now for future projects. As those future projects
come in, if it looks like they will affect the Levels of Service, there will either be
mitigation identified or if there is no mitigation possible, those projects can be denied.
The projected Level of Service "F" was derived from worst-case scenarios that might
come in the future, signaling City staff to keep a watchful eye on future projects. Traffic
is one of the major issues right now in the City and all new projects are being monitored
very carefully as to how they will affect traffic.
Commissioner Bull requested that in the future it would be helpful to see an official
written recommendation from City staff for each project brought before the Commission.

and Naples Center. VOTE: 4-0-2 (Thomas and Fisher absent)
2. INFORMATION ITEMS
2000 Meeting Schedule
Ms. Ponseggi presented the updated schedule of meetings for RCC. The schedule is set
so RCC meets 10 days prior to Planning Commission's scheduled meetings. It was
pointed out that the item scheduled for RCC on the 14th of February was the Rolling Hills
Ranch, IS-00-05 to lift the cap on the traffic modeling. The other item is a home that is
requesting a Historical designation.
MSC (Burrascano/Diaz) to approve the schedule as presented. It was determined that
there would be no quorum for February 14, 2000 and therefore that meeting will be
canceled. Vote: 4-0-2 (Thomas and Fisher absent)
3. ENVIRONMENTAL REVIEW COORDINATOR REPORT
Ms. Ponseggi commented that in the future the RCC will be mailed the Negative or a
Mitigated Negative Declaration the day it is posted. This means that RCC will get only
an agenda prior to their meeting, because members will have received information
concerning the agenda items previously. This will allow the Commission to have more
time to review each item and to address any questions they have to staff before the RCC
meeting. Staff can then have the answers available the night of the meeting. RCC

member's responsibility would be to keep track of the information and match it up with
the agenda and bring it to the meeting.
One item of business for the February 28, 2000 meeting will be the RCC work program
(wish list of items the Commission would like to address in the FY2000-2001 budget
year) and the prioritization of those items. The work program will be submitted to
Planning and Building Department management team for possible inclusion in the
department work program.
4. MEMBERS COMMENTS
All of the Commissioners expressed their sympathy for the passing of John Rojas who
worked diligently over the years for the Historical Society.
Chair Burrascano formally requested that Mayor Horton appoint another member to the
RCC.

p.m. in Conference Room #1.
