MINUTES
JUNE 5, 2000

CALLING MEETING TO ORDER:
Chairperson Burrascano called the meeting to order at 6:45 p.m.

OLD BUSINESS: None
NEW BUSINESS:
1. Review of Negative Declaration IS-00-47, Main Plaza Residential & Commercial A
Mixed-Use Village Community:
Miguel Tapia, Senior Community Development Specialist, gave an overview of
the project.
The Commission expressed a concern over the shortage of parking spaces for the
residents. Mr. Tapia stated that a Density Bonus has been requested, which
allows for a deviation from standard regulations in order to allow a project that
will offer affordable housing to the community. Through the Density Bonus, this
meets the City's requirement.
After discussion with staff, a motion was made to confirm the recommendation
for adoption of the Negative Declaration IS-00-47.
VOTE: MSC (Diaz/Thomas), approved 4-0-1 (Fisher absent)

2. Review of Negative Declaration IS-00-31 Hanson Aggregate, 4,000 gallon
diesel tank, Main Street (formerly Otay Valley Road) and Negative
Declaration IS-00-32 Hanson Aggregate, 4,000 gallon diesel tank on Seventh
Street, Chula Vista.
Ben Guerrero, Community Development, gave an overview of both projects.
The RCC members expressed concerns about liners for the tanks. In addition,
they questioned what precautions would be taken to prevent accidental spills.
Staff responded.
After discussion, a motion was made to confirm the recommendation for
adoption of the Negative Declarations IS-00-31 and IS-00-32 with the
following recommendations/stipulations:
a. that the reference to the safety of container liners be clarified.
VOTE: MS (Bull/Diaz), failed 3-1-1 (Thomas against & Fisher absent)
A second motion was made to confirm the recommendation for adopted of the
Negative Declarations IS-00-31 and IS-00-32 with the following
recommendations/stipulations:
a. Include that security posts be added around the perimeter of the tanks.
b. That the reference to the safety of container liners be clarified
VOTE: MSC (BuIVDiaz), approved 4-0-1 (Fisher absent)
3. IS-00-16 - The Plaza at Sunbow - NEC of East Palomar St. and Medical
Center Dr.
The Initial Study/Mitigated Negative Declaration was not discussed due to lack
of a quorum (Bull abstaining).
ENVIRONMENTAL REVIEW COORDINATOR'S COMMENTS
Doug Reid will be receiving The Environmentalist of the Year Award from the RCC at the City
Council meeting on June 6,2000, in the Council Chambers. Doug's wife, Sharon, has reserved
Conference Room 1 for a small reception after the ceremony.
The July 3 meeting has been cancelled and moved to June 26, 2000. The RCC will be meeting
on June 19, June 26 and July 17,2000.

CHAIRMAN'S COMMENTS:
Commissioner Burrascano made a formal request that the Council review attendance of each
RCC member and appoint new members to the Commission.
COMMISSIONER'S COMMENTS:
Commissioner Thomas asked if there were limits on permits for the sale of alcohol particularly
in the planned communities (Otay Ranch, etc.). Staff advised her that there are provisions in the
various Plans and the Zoning Regulations to limit the sale of alcohol.
Commissioner Thomas recommended that a city directory be established and put on the City's
web site with photographs included.
Commissioner Thomas advised the Commission that she has been appointed to the San Diego
County Solid Waste Hearing Panel. Therefore, she may need to abstain ftom some RCC
decisions if there is a potential conflict of interest.
Commissioner Thomas announced that she would be teaching an "Eco-Mundo" class at
Southwestern College in the fall 2000, which is a part of the Baja study certificate
program.
ADJOURNMENT:
The RCC meeting adjourned at 8:00 p.m. to a regularly scheduled meeting on Monday, June 19,
2000, at 6:30 p.m. in Conference Room 1.
